Meeting of the Lincoln County Board of Commissioners. Present were Commissioners
Joe Hewgley, Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White,
Deputy County Attorney, Joe Wright and County Clerk, Rebecca Rossell. Roethemeyer
offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for
public review and the County Board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the
Lincoln County Board of Commissioners meeting held on March 8, 2010. Upon roll call
vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the
treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted
“aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to authorize the Chairman to sign the
brochure distribution contracts for the North Platte/Lincoln County Convention & Visitors
Bureau. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays,
none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the fee
reports submitted by the Register of Deeds and County Sheriff. Upon roll call vote
Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln
County Board of Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for

County Assessor, Mary Ann Long and County Treasurer, Sue Fleck was present.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the
Lincoln County Board of Equalization meeting held on March 8, 2010. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to authorize the Chairman to sign the
certificates of correction and refund on personal property as submitted by the County
Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays,
none.
Motion by Deterding, seconded by Roethemeyer to authorize the Chairman to sign the
certificates of correction and refund on real property as submitted by the County
Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays,
none.
Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax
exemption application submitted by Harvest Christian Fellowship Church as approved
by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley
voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle tax
exemption application submitted by North Platte Opportunity Center as approved by the
County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted
“aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln
County Board of Commissioners reconvened.
Judy Clark, Lincoln County Planning Administrator, related comments from the Lincoln
County Planning Commission through a letter regarding the conformity of the proposed
acquisition presented by Todd McWha representing Leslie Wayne Davidson and
Chestyne Davidson, Trustees of the L. Wayne Davidson and Chestyne K. Davidson
Revocable Living Trust Agreement and Kris Fischer regarding the proposed
conservation easement to be placed upon their land. The easement involves property
located in the West Half (W ½) of Section 27 (27), Township Twelve (12) North, Range
Twenty-Eight (28) West of the 6th P.M., in Lincoln County Nebraska and property
located in Section Twenty-Eight (28), Township Twelve (12) North, Range Twenty-Eight
(28) Wet of the 6th P.M., in Lincoln County, Nebraska.
Todd McWha, legal counsel and Mr. Davidson appeared to address any questions or
concerns of the county board. Mr. McWha commented that part of this property had
been approved before and the reason for the conservation easement is to preserve
agricultural purposes and conservation of the land.
Motion by Deterding, seconded by Roethemeyer to approve the proposed acquisition
presented by Todd McWha concerning the conservation easement in favor of The
Nebraska Land Trust, Inc. Upon roll call vote Deterding, Roethemeyer and Hewgley
voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to authorize the Chairman to sign the
Conservation and Preservation Easement. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Jack Albrecht, representing the Lincoln County Ag Society, was present concerning the
application for a special designated liquor permit for an event to be held on July 24,
2010 at the fairgrounds during the county fair. The event would be set up the same as
last year.
Suzanna Klaasmeyer reported that this would be the 3rd year for the event and no
problems have occurred. They hope to generate more revenue for the ag society by
hosting the event.
Sheriff Kramer related that law enforcement has had no problems in the past at the
event and security is sufficient.
Motion by Deterding, seconded by Roethemeyer to recommend approval for the special
designated permit submitted by the Lincoln County Ag Society for an event to be held
on July 24, 2010 at the Lincoln County Fairgrounds. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Brian Patterson, IT personnel, reported to the County Board that he received a quote
through the state bid for the purchase of a new AS400 server for the courthouse offices
in the amount of $18,194.24 which includes travel, set up and tapes. The quote was
within his budget for the purchase of this item.
Motion by Deterding, seconded by Roethemeyer to authorize the purchase of a new
AS400 server and authorize the Chairman to sign the purchase order. Upon roll call
vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Kirk Nichols (Construction Project Inspector/Owners Representative) gave the County
Board a construction update on the Lincoln County Jail Project.

The meeting was adjourned at 11:23 A.M.
Advance notice and the agenda for the March 15, 2010 board meetings were sent to
members of the County Board, County Attorney and all others requesting the same.
Notice was posted at the Lincoln County Courthouse, City Hall and on the county
website.
The agenda for the meetings to be held on Monday, March 22, 2010 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk.
The regular meeting of the Lincoln County Board of Commissioners will be held at the
Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular
meeting of the Lincoln County Board of Equalization will be held at the Lincoln County
Courthouse in the Commissioners Room at 9:15 A.M.
