Meeting of the Lincoln County Board of Commissioners. Present were Commissioners

Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White, Deputy County

Attorney, Joe Wright and County Clerk, Rebecca Rossell. Hewgley absent. Deterding

offered prayer. Vice Chairman Deterding called the meeting to order at 9:01 A.M.

Vice Chairman Deterding announced the Open Meeting Act with amendments is posted

for public review and the County Board will comply with the open meeting requirements.

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the

Lincoln County Board of Commissioners meeting held on May 10, 2010. Upon roll call

vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.

Motion by Roethemeyer, seconded by Deterding to receive and order filed the

treasurer’s receipts. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays,

none. Hewgley absent.

Motion by Roethemeyer, seconded by Deterding to receive and order filed the fee

reports submitted by the Clerk of District Court and Register of Deeds. Upon roll call

vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.

Recess as the Lincoln County Board of Commissioners and convene as the Lincoln

County Board of Equalization at 9:15 A.M.

County Assessor, Mary Ann Long and County Treasurer, Sue Fleck appeared.

Vice Chairman Deterding announced the Open Meeting Act with amendments is posted

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the

Lincoln County Board of Equalization meeting held on May 10, 2010. Upon roll call vote

Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley absent.

Motion by Roethemeyer, seconded by Deterding to authorize the Vice Chairman to sign

the certificates of correction and refund on real and personal property as submitted by

the County Assessor. Upon roll call vote Deterding and Roethemeyer voted “aye”.

Nays, none. Hewgley absent.

Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax

exemption applications by West Central District Health and Great Plains Regional

Medical Center as approved by the County Treasurer. Upon roll call vote Deterding and

Roethemeyer voted “aye”. Nays, none. Hewgley absent.

Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle tax

exemption applications by North Platte Catholic Schools and North Platte Opportunity

Center as approved by County Treasurer. Upon roll call vote Deterding and

Roethemeyer voted “aye”. Nays, none. Hewgley absent.

The Lincoln County Board of Equalization adjourned at 9:25 A.M. and the Lincoln

County Board of Commissioners reconvened.

Motion by Roethemeyer, seconded by Deterding to approve the agreement with KN

Telecommunications, Inc., a subsidiary of Kinder Morgan, Inc. for the lease of a radio

tower at the intersection of Highway 83 & 23 for radio equipment for the Lincoln County

Sheriff’s Office and authorize the Vice Chairman to sign. Upon roll call vote Deterding

and Roethemeyer voted “aye”. Nays, none. Hewgley absent.

Motion by Roethemeyer, seconded by Deterding to retain an attorney that has the

required construction contract expertise to protect the public interest regarding the jail

project. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none.

Hewgley absent.

Kirk Nichols (Construction Project Inspector/Owners Rep) and Carol Rouw (appearing

by phone) of Treanor Architects gave the County Board a construction update on the

Lincoln County Jail Project.

Approved the following claims presented for payment:

The meeting was adjourned at 10:59 A.M.

Advance notice and the agenda for the May 17, 2010 board meetings were sent to

members of the County Board, County Attorney and all others requesting the same.

Notice was posted at the Lincoln County Courthouse, City Hall and on the county

website.

The agenda for the meetings to be held on Monday, May 24, 2010 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.

The regular meeting of the Lincoln County Board of Commissioners will be held at the

Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular

meeting of the Lincoln County Board of Equalization will be held at the Lincoln County

Courthouse in the Commissioners Room at 9:15 A.M.
