North Platte, Nebraska

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners

Joe Hewgley, Willis Roethemeyer, Board Assistant, Tammy White and County Clerk,

Rebecca Rossell. Commissioner Deterding was absent. Hewgley offered prayer.

Chairman Hewgley called the meeting to order at 9:03 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for

public review and the county board will comply with the open meeting requirements.

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the

Lincoln County Board of Commissioners meeting held on June 21, 2010. Upon roll call

vote Roethemeyer and Deterding voted “aye”. Nays, none. Deterding absent.

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s

receipts. Upon roll call vote Roethemeyer and Hewgley voted “aye”. Nays, none.

Deterding absent.

Motion by Roethemeyer, seconded by Hewgley to authorize the chairman to sign a

revised budget summary for the 2010 juvenile services grant. Upon roll call vote

Roethemeyer and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Roethemeyer, seconded by Hewgley to authorize the chairman to sign an

interlocal agreement for 2010/2011 with Region II Human Services. Upon roll call vote

Roethemeyer and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Roethemeyer, seconded by Hewgley to authorize the chairman to sign an

interlocal agreement with the City of North Platte for fuel services. Upon roll call vote

Roethemeyer and Hewgley voted “aye”. Nays, none. Deterding absent.

Motion by Roethemeyer, seconded by Hewgley to authorize the chairman to sign a

letter to the State of Nebraska IT administration services concerning movement of

county computers from the state network. Upon roll call vote Roethemeyer and

Hewgley voted “aye”. Nays, none. Deterding absent.

The Lincoln County Board of Commissioners recessed at 9:20 A.M. and the Lincoln

County Board of Equalization convened.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for

County Assessor, Mary Ann Long, was present.

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the

Lincoln County Board of Equalization meeting held on June 21, 2010. Upon roll call

vote Roethemeyer and Hewgley voted “aye”. Nays, none. Deterding absent.

There were no certificates of correction or refund submitted by the County Assessor.

Motion by Roethemeyer, seconded by Hewgley to approve the notice of valuation

changes numbered 2010-78 thru 2010-133 as submitted by the County Assessor.

Upon roll call vote Roethemeyer and Hewgley voted “aye”. Nays, none. Deterding

absent.

The Lincoln County Board of Equalization adjourned at 9:29 A.M. and the Lincoln

County Board of Commissioners reconvened.

Gerald Brewer appeared to discuss South Tabor Road. He reported that in the 1950’s

they dedicated a 66’ right of way for a county road. In 1984 the transfer station was

closed. In the 1990’s he asked the county to abandon the road if they were not going to

maintain it. The City of North Platte requested at that time the road not be abandoned

as there were sewer lines and storm drains in that area that they needed access to and

that the City of North Platte would maintain the road. The city did maintain it for several

years and now it is just a trail. He is again requesting maintenance of the road.

Jerry Hitchcock, County Highway Superintendent, commented that he had went out and

looked at the road. He measured from the concrete to the gate and it is approximately

670 feet. To his knowledge the county has never maintained it. He will do some

research.

Kirk Nichols (Construction Project Inspector/Owners Representative) gave the board a

construction update of the Lincoln County Jail Project.

Advance notice and the agenda for the June 28, 2010 board meetings were sent to

members of the county board, county attorney and all others requesting the same.

Notice was posted at the Lincoln County Courthouse, City Hall and on the county

website.

The agenda for the meetings to be held on Tuesday, July 6, 2010 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.

The regular meeting of the Lincoln County Board of Commissioners will be held at the

Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular

meeting of the Lincoln County Board of Equalization will be held at the Lincoln County

Courthouse in the Commissioners Room at 9:15 A.M.
