Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley,

Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White, Deputy County Attorney, Joe

Wright and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the

meeting to order at 9:02 A.M.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

and the County Board will comply with the open meeting requirements.

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County

Board of Commissioners meeting held on September 20, 2010. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to receive and order filed the treasurer’s receipts.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to authorize the Chairman to sign the life insurance

amendment with National Insurance Services. Upon roll call vote Deterding, Roethemeyer and

Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to receive and order filed the fee report submitted by

the County Sheriff. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays,

none.

Motion by Roethemeyer, seconded by Deterding to approve and authorize the Chairman to sign the

right of way permits submitted by Consolidated Telephone Company and Beveridge Well Drilling.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to appoint Bob Fattig to the Lincoln County Planning

Commission to fill the vacancy created by the resignation of Sally Jochum. Upon roll call vote

Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to approve the decrease of securities by Wells

Fargo Bank as pledged to the County Treasurer. Upon roll call vote Deterding, Roethemeyer and

Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of

Equalization convened.

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review

and the County Board will comply with the open meeting requirements.

County Assessor Long and County Treasurer Fleck appeared.

Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County

Board of Equalization meeting held on September 20, 2010. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

No certificates of correction or refund were presented.

Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax exemption

application submitted by Community Action Partnership of Mid-Nebraska as approved by the County

Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of

Commissioners reconvened.

Motion by Roethemeyer, seconded by Deterding to approve the annual report for the Lincoln County

Department of Roads to be submitted to the State of Nebraska Board of Public Roads, Classifications

and Standards. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Brian Patterson, IT Director, presented a proposal submitted by Maly Marketing to design and host

the Lincoln County website. The initial cost for design would be $5,125 and the monthly cost of $45 a

month for hosting. They would redevelop the existing web site to make it more user friendly and to

drive users to high traffic areas more easily. The county would own everything on the website.

County Board requested Patterson to obtain two more informal bids and put it back on the agenda for

the next county board meeting.

Motion by Deterding, seconded by Roethemeyer to go into closed session at 9:46 A.M. regarding

deployment of security devices, which is clearly necessary for the protection of the public interest.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Chairman Hewgley restated the reason for the closed session.

Motion by Roethemeyer, seconded by Deterding to go into open session at 10:09 A.M. Upon roll call

vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to approve the DARE contracts with Wallace,

Sutherland, Hershey and Maxwell Public Schools as presented. Upon roll call vote Deterding,

Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Deterding to approve the acceptance of informal bids for a

2008 or newer SUV with less than 20,000 miles for the Lincoln County Sheriff’s Office. Upon roll call

vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Kirk Nichols (Construction Project Manager/Owners Representative) and Carol Rouw of Treanor

Architects (appearing by phone) gave a construction update of the Lincoln County Jail Project.

Conducted a quarterly inspection of the Lincoln County Jail.

Approved the following claims presented for payment:

The meeting was adjourned at 12:50 P.M.

Advance notice and the agenda for the September 27, 2010 board meetings were sent to members of

the County Board, County Attorney and all others requesting the same.

Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

The agenda for the meetings to be held on October 4, 2010 will be kept continually current and open

for inspection at the Office of the Lincoln County Clerk. The regular meeting of the Lincoln County

Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room

at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the

Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
