Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley,

Duane Deterding, Willis Roethemeyer, Board Assistant, Tammy White, Deputy County Attorney, Joe

Wright and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Deterding called

the meeting to order at 9:02 A.M.

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review

and the county board will comply with the open meeting requirements.

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County

Board of Commissioners meeting held on January 18, 2011. Upon roll call vote Hewgley,

Roethemeyer and Deterding voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the special session

of the Lincoln County Board of Commissioners held on January 5 & January 19, 2011. Upon roll call

vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts.

Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2011-07

approving county depositories for 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding

voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the Condition of the

Treasury of Lincoln County, NE from July 1, 2010 to December 31, 2010. Upon roll call vote

Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of

Equalization convened.

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review

County Assessor Stenger was present.

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County

Board of Equalization meeting held on January 18, 2011. Upon roll call vote Hewgley, Deterding and

Roethemeyer voted “aye”. Nays, none.

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign the

certificates of correction and refund as submitted by the County Assessor. Upon roll call vote

Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the request for waiver on the exemption

application on real and personal property as submitted by the North Platte Congregation of Jehovah’s

Witnesses. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:30 A.M. and the Lincoln County Board of

Commissioners reconvened.

Deputy County Attorney, Joe Wright left at 9:32 A.M.

Don Wilson, CPA, presented the 2009/2010 Lincoln County Audit Report.

Motion by Hewgley, seconded by Roethemeyer to approve the 2009/2010 Lincoln County Audit

Report as presented. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays,

none.

Quarterly report of Jim Nitz, Emergency Management Director for the period of September 30, 2010

to December 31, 2010.

Quarterly report of Paul Cooper, Veterans Service Officer.

Motion by Roethemeyer, seconded by Hewgley to approve the annual report submitted by the

Veterans Service Officer as of January 10, 2011. Upon roll call vote Hewgley, Roethemeyer and

Deterding voted “aye”. Nays, none.

Motion by Roethemeyer, seconded by Hewgley to set February 22, 2011 at 10:00 A.M. as a time for

public hearing on the One & Six Year Road Plan for Lincoln County, NE. Upon roll call vote Hewgley,

Roethemeyer and Deterding voted “aye”. Nays, none.

The following bids were received for motor grader blades:

NMC $21,653.40

Bloedorn Lumber $32,685.60

Murphy Tractor $23,195.40

The bid from Midwest Sales & Service arrived too late by mail to be considered.

Motion by Hewgley, seconded by Roethemeyer to accept the low bid of NMC in the amount of

$21,653.40 for motor grader blades. Upon roll call vote Hewgley, Roethemeyer and Deterding voted

“aye”. Nays, none.

Kirk Nichols (Construction Project Manager/Owners Representative) and Carol Rouw of Treanor

Architects (appearing by phone) gave a construction update of the Lincoln County Sheriff’s Office &

Detention Center.

The Lincoln County Board of Commissioners recessed at 11:18 A.M.

The Lincoln County Board of Commissioners reconvened at 11:57 A.M.

 

Commissioners met with elected officials and department heads at noon.

Approved the following claims presented for payment:

The meeting was adjourned at 1:12 P.M.

Advance notice and the agenda for the January 24, 2011 board meetings were sent to members of

the county board, county attorney and all others requesting the same. Notice was posted at the

Lincoln County Courthouse, North Platte City Hall and on the county website.

The agenda for the meetings to be held on Monday, January 31, 2011 will be kept continually current

and open for inspection at the Office of the Lincoln County Clerk. The regular meeting of the Lincoln

County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners

Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at

the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
