North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Deputy County Attorney, Joe Wright and Board Assistant, Tammy White.  Hewgley offered prayer.  Chairman Deterding called the meeting to order at 9:02 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes of the Lincoln County Board of Commissioners meeting held on March 7, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee reports submitted by the Clerk of District Court, County Court and Register of Deeds.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the special designated liquor permits submitted by Chef LaLanne LLC for events to be held on March 29 & April 15, 2011 at the Golden Spike Tower.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the right of way permit submitted by Rod Rayburn/Richeson Well Service and authorize the chairman to sign.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Roethemeyer, seconded by Hewgley to approve the minutes of the Lincoln County Board of Equalization meeting held on March 7, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

No certificates of correction or refund were submitted.

 

The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Roethemeyer to set April 4, 2011 at 10:30 A.M. to accept bids for Lincoln County Dept. of Roads overlay projects C56-0211 and C56-1107 for 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Judge Doyle and Lonnie Folchert of Dist. 11 Probation made an informal presentation to the county board on the Midwest Nebraska Drug Court which includes the 11th Judicial District.

 

Judge Doyle related to board members that Dawson, Gosper and Furnas already have this program in place.  The Midwest Drug Court covers all 17 counties and they intend to bring the program to Lincoln County this fall.  They would also like to go to Red Willow County.  They are cooperating with the probation office to provide a drug court coordinator.

 

Drug treatment is a big part of this program.  It is a stringent program where the offender must sign a contract that includes items such as community service during the term of the contract.  The conviction is set aside if the program is successfully completed.  To send one convicted felon to the state penitentiary costs $36,000 per year if they can be put in the drug court program it costs $4,500 per year.  The intent is to service this program with existing staff and with the help of the Dist. 11 Probation Office.

 

Commissioner Deterding stated that it appears to be a tried program with cost saving results.

 

Commissioner Hewgley asked the Dawson County program and who provides space and the cost to the county.

 

Judge Doyle replied that Dawson County provides a Day &Evening Reporting Center in the courthouse.

 

Folchert reported that Lincoln County is on the long range target list for a reporting center.

 

Judge Doyle expressed that a big part of the program is to try and change the thinking so they do not re-offend.

 

Commissioner Hewgley asked County Attorney, Rebecca Harling if she was in favor of this program.

 

County Attorney Harling responded in the affirmative.

 

Judge Doyle related that this program is supported by evidence that most do not go back to drug use or criminal activity for a substantial period of time.

 

Commissioner Hewgley asked how long they were tracking participants.

 

Judge Doyle responded for 5 years for those that complete the program as well as those that are not successful.  If they fail the program they go to prison.

 

County Board members discussed possible candidates to be interviewed concerning the vacancy in the Lincoln County Noxious Weed Supt. position.  The Noxious Weed Board Chairman will sit in on the interviews.

 

Motion by Hewgley, seconded by Roethemeyer to interview the following candidates for the Lincoln County Noxious Weed Supt. position:  Todd Boller, Steven Kramer and Glenn Callaway.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to enter into a contract with CTM Media Group in the amount of $4,264 for brochure distribution for the North Platte/Lincoln County Convention & Visitors Bureau and authorize the chairman to sign.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to enter into a contract with Certified Folder Display Services, Inc. in the amount of $10,071.57 for brochure distribution for the North Platte/Lincoln County Convention & Visitors Bureau and authorize the chairman to sign.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Lisa Burke, Executive Director of the North Platte/Lincoln County Convention & Visitors Bureau explained the process leading up to the destination development action plan.  The first part of the process was a community assessment, the second part was to form a task force using the community assessment information and the third part is to develop a community brand action plan.  The action plan will be paid for thru the CVB budget, Chamber of Commerce, donations and grants.  The funding is almost complete except for $1500.  The cost of whole project is $59,000.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign an agreement with Destination Development Inc. in the amount of $59,000 to create a destination development action plan for the North Platte/Lincoln County Convention & Visitors Bureau.  Upon roll call vote Hewgley, Roethemeyer, and Deterding voted “aye”.  Nays, none.

 

Kirk Nichols (Construction Project Manager/Owners Representative) and Dane Rowe of Treanor Architects (appearing by phone) gave an update on the construction of the Lincoln County Sheriff’s Office & Detention Center.

 

The item concerning a closed session regarding potential litigation was cancelled.

Advance notice and the agenda for the March 14, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City hall and on the county website.

 

The agenda for the meetings to be held on March 21, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
