Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Board Assistant, Tammy White and Deputy County Attorney, Joe Wright. Hewgley offered prayer. Chairman Deterding called the meeting to order at 9:03 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve minutes regarding the Lincoln County Board of Commissioners meeting held on April 25, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins, was present.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 25, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Jim Nitz, Emergency Management Director, asked the board to consider the purchase of additional sand bags. The last time they were purchased was 5 years ago and with the heavy flow in the North Platte River and a heavy flow in the South Platte River, in the future, he would like these to be on hand if needed. He found a company in Denver, CO that is selling the polypropylene bags for 20 cents each plus freight.
Motion by Hewgley, seconded by Roethemeyer to authorize the Emergency Management Director to purchase 11,000 sand bags at 20 cents each plus freight and be expended from the Misc. Fund. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to go into closed session at 9:49 A.M. to discuss a personnel matter to prevent needless injury to the reputation of an individual. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Chairman Deterding restated the motion for the closed session.
Motion by Hewgley, seconded by Roethemeyer to go into open session at 10:55 A.M. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to appoint Board Chairman, Duane Deterding, to have authority to do disciplinary action as he deems necessary regarding the Noxious Weed Department employees. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Three informal bids were received for the courthouse sprinkler system: Barr Sprinklers – $13,118 or $12,894; Dan the Sprinkler Man – $18,084.75; or Antelope Sprinklers – $8,690.
Motion by Hewgley, seconded by Roethemeyer to accept the low bid of Antelope Sprinklers. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to continue approving a Resolution
authorizing the Chairman to sign a Project Agreement between The county of Lincoln and the Nebraska Department of Roads to use federal and state funds to replace a bridge located at the East line of Section 28, Township 13 North, Range 29 West of the 6th P.M., Lincoln County, Nebraska, Structure No. C005636715, located over the Tri-County Canal. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to accept for filing with the Lincoln County Register of Deeds Office the following conveyance to Lincoln County, Nebraska, and authorize the Chairman to sign the Real Estate Transfer Statement regarding the
Warranty Deed from Arline Kumor, a widow, dated January 14, 2011, regarding a parcel of land lying in Section 29, Township 14 North, Range 31 West of the 6th P.M., Lincoln County, Nebraska, and containing 10.76 acres, more or less. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to accept for filing with the Lincoln County Register of Deeds Office the following conveyance to Lincoln County, Nebraska, and authorize the Chairman to sign the Real Estate Transfer Statement regarding a Control Ingress and Egress Warranty Deed from Arline Kumor, a widow, dated January 14, 2011, regarding a parcel of land lying in Section 29, Township 14 North, Range 31 West of the 6th P.M., Lincoln County, Nebraska. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The meeting was adjourned at 11:32 A.M.
Advance notice and the agenda for the May 2, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, May 9, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
