Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White. Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve minutes regarding the Lincoln County Board of Commissioners meeting held on June 13, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the fee report submitted by the Lincoln County Sheriff. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the Chairman to sign the right of way permits submitted by Consolidated Companies. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Deputy County Attorney, Joe Wright, arrived at 9:07 A.M.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.
County Assessor, Julie Stenger, was present.

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the notice of valuation changes numbered 2011-013 thru 2011-029 as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Jennifer Rogers – Western Nebraska Field Representative for U.S. Senator Ben Nelson introduced herself to the County Board and told them to contact her with any questions or concerns.
Motion by Hewgley, seconded by Roethemeyer to declare the county’s scrap iron in the Lincoln County Roads Department to be surplus property, which is obsolete or unusable. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to place a value of $165 per ton on the surplus property (scrap iron) located at the Lincoln County Roads Department. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to sell the surplus property (scrap iron) to North Platte Metals LLC for $165.00 per ton, contingent on the total value of the surplus property (scrap iron) being under $2,500. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Lincoln County Clerk, Rebecca Rossell, explained the statutory requirement and the proposal for GIS Workshop to conduct the re-districting process following the federal decennial census.
Motion by Hewgley, seconded by Roethemeyer to authorize the chairman to sign the contract with GIS Workshop in the amount of $3,300 for services to re-district following the 2010 census. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Seth Tausen, USDA Wildlife Services, presented a renewal agreement with no increase for the county board to consider.
Motion by Hewgley, seconded by Roethemeyer to enter into a renewal agreement with USDA Animal & Health, Wildlife Services for the 2011-2012 plan year in the amount of $20,086 and authorize the chairman to sign. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Lt. Roland Kramer, LCSO and Deputy Chief, Jim Agler, presented an application for a JAG Grant in cooperation with the North Platte Police Department. The Nebraska Cattlewomen’s Assoc. has donated $8,500 to the Lincoln County Sheriff’ Office and this donated money would be used in conjunction with approximately $10,500 in grant funds to purchase a crime scene command post trailer. They are looking at a 24 ft toy hauler/camper that would become a portable command center. It will be ½ ton towable and the various agencies with develop policies concerning the use and storage of the unit.
Motion by Roethemeyer, seconded by Hewgley to approve the application for a JAG grant in cooperation with the North Platte Police Department with the addition of the donation of $8,500 to the Lincoln County Sheriff’s Office. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Sheriff Kramer, Jeff Hedgecock, Jail Administrator and Wendy Hageman, Detention Center nurse appeared to discuss the current contract for medical services with Sandhills Health District. The current contract which will expire on June 25, 2011. The current contract amount is $62,000. The proposed contract for the next fiscal year is $145,973.
Sheriff Kramer proposed that the county hire Wendy as the nurse and that she would work for the county. Dr. Walt (Bob) Weaver and Dr. Deb Weaver have volunteered to be doctors for the detention center. The county would have to hire some medical aids to dispense medication when Wendy would be unavailable and on nights and weekends as needed. Sheriff Kramer related that he felt the county could make this program work for $62,228 for the next fiscal year.
Deputy County Attorney, Joe Wright, commented that he would have to check on HIPPA regulations.
Commission Hewgley asked about the liability issues of having a county employee vs. a contract employee. He also questioned if the nurse would be a Sheriff’s Office employee under the union contract or a county board employee.
Motion by Hewgley, seconded by Roethemeyer to continue the 10:45 A.M. item on the medical services for the Lincoln County Detention Center to after the 11:00 A.M. agenda item. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to appoint Ken George to the Veterans Service Committee for a 5 year term. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none
The Lincoln County Board of Commissioners recessed at 11:10 A.M.
The Lincoln County Board of Commissioners reconvened at 11:42 A.M.
Commissioner Roethemeyer questioned if they had figured in what it would take to cover vacation, nights and weekends and if they knew who to contact to fill the positions as needed.
Sheriff Kramer replied that they had figured those expenses into the proposal and that Wendy would have the contacts to fill these positions as needed.
Motion by Hewgley, seconded by Roethemeyer to have the Lincoln County Sheriff continue providing medical services thru the Lincoln County Detention Center. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the June 20, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, June 27, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 AM.
