Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Deputy County Attorney, Joe Wright and Board Assistant, Tammy White. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 1, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the right of way permits submitted by Dawson County Public Power District. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and authorize the chairman to sign the right of way permit submitted by 3 Rolling D. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the fee reports submitted by the County Treasurer, County Clerk, County Court and Clerk of District Court. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the notice of valuation changes numbered 2011-060 thru 2011-062 as submitted by the County Assessor. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:19 A.M.
Motion by Hewgley, seconded by Roethemeyer to enter into a letter agreement with TranSystems for professional consulting services that will cost up to $2,518.57 regarding an application for a new or amended environmental permit concerning the project commonly known as the Front Road Grade Separation, Project RRZ – 1390(3) and Control No. 61416 and authorize the chairman to sign. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve the special designated liquor permit submitted by Curtis Cattle Co. for an event to be held at the Lincoln County Fairgrounds on August 27, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Quarterly report of Paul Cooper, Veterans Service Officer.
Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2011-30 designating BOKF as Dissemination Agent for the 2011 bonds and 2009 bonds and Paying Agent and Escrow Agent for the 2011 bonds. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to go into closed session at 10:00 A.M. for a strategy session concerning collective bargaining with F. O. P. Lodge #26. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Chairman Deterding restated the motion for the closed session.
Motion by Roethemeyer, seconded by Deterding to go into open session at 10:46 A.M.
No action was taken following the closed session.
A budget work session was held regarding the 2011/2012 Lincoln County budget.
The Lincoln County Board of Commissioners recessed at 12:09 P.M. and reconvened at 1:30 P.M.
The budget work session continued on the 2011/2012 Lincoln County budget.

Advance notice and the agenda for the August 8, 2011 board meetings were sent to the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on August 15, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
