North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Deputy County Attorney, Joe Wright and Board Assistant, Tammy White.  Roethemeyer offered prayer.  Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 15, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the right of way permit submitted by Rural Nebraska Healthcare Network.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign a lease agreement with the State of Nebraska – DAS – Building Division for office space located at the Craft State Office Building.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, was present.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 15, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve property valuation changes numbered 2011-067 thru 2011-069 as submitted by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Discussed the homestead exemption application rejection that was protested by Deanna Mathers. The County Assessor’s office had sent a certification form to her doctor but the doctor did not qualify her for the program.

 

Deanna stated her family doctor had not seen her since she was in the hospital and that she had an upcoming appointment scheduled.  She asked if the certification form could be resent after her appointment.

 

Motion by Hewgley, seconded by Roethemeyer to table this matter until the August 29, 2011 board meeting.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Susan Schliep called and said she would be unable to attend the board meeting in person concerning her protest on her homestead exemption, but she did have additional documentation that she would like to submit.

 

County Assessor, Julie Stenger, reported that one doctor had disapproved the form but Susan had asked it to be resent to another doctor and it was approved.  She has been receiving the exemption for more than 5 years.

 

County Board contacted the physician that disapproved the application and asked for clarification.  This physician stated that she did not feel the person qualified under the guidelines stated on the form.

 

Motion by Hewgley, seconded by Roethemeyer to table this matter until the August 29, 2011 board meeting.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve property valuation change protest #2011-VCP-1 on property owned by Brian Lee reducing the total valuation from $53,180 to $23, 255 as recommended by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:43 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Deputy County Attorney, Claudine Thorne, appeared to discuss any changes the board will like to consider in the upcoming renewal with McPherson County for child support services.

 

County Board suggested she add reimbursement for mileage to the current rate.

 

Motion by Roethemeyer, seconded by Hewgley to approve the special designated liquor permit submitted by Fraternal Order of Eagles #2839 for an event to be held on October 15, 2011 at Creekside Event Center.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The County Board conducted a budget work session.

 

Representatives from DEVCO appeared to encourage the county to leave the expenditure for economic development in the budget.  They encouraged board members to look at it as a long range investment in the best interest of the county.

Advance notice and the agenda for the August 22, 2011 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on August 29, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
