Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and County Board Assistant, Tammy White.  Deterding offered prayer.  Chairman Deterding called the meeting to order at 9:01 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 22, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Deputy County Attorney, Joe Wright, arrived at 9:04 A.M.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to receive and order filed the fee reports submitted by the County Sheriff.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the Equitable Sharing Agreement and Certification to be submitted by the Lincoln County Attorney’s Office.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization reconvened.

County Treasurer, Sue Fleck and County Assessor, Julie Stenger was present.

 

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 22, 2011.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

No certificates of correction or refund were submitted.

 

 

Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended by the County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by North Platte Baptist Church as recommended by the County Treasurer.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the notice of valuation changes numbered 2011-070 thru 2011-075 as recommended by the County Assessor.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to approve the homestead exemption application submitted by Deanna Mathers as presented.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Hewgley to approve the homestead exemption application submitted by Susan Schliep as presented.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:26 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Roethemeyer to adopt Resolution No. 2011-31 determining final allocation of levy for the following political subdivisions:  Lincoln County Ag Society, Sutherland Hospital District, Cemetery Districts and Fire Districts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to go into closed session at 9:46 A.M. to discuss personnel matters to prevent the needless injury to the reputation of an individual.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Chairman Deterding restated the motion for the closed session.

 

Personnel requested that it be a closed session.

 

Motion by Roethemeyer, seconded by Hewgley to go into open session at 10:15 A.M.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to declare the county’s scrap iron in the Lincoln County Road Department to be surplus property, which is obsolete or unusable by the county.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

Motion by Hewgley, seconded by Roethemeyer to place a value of $165 per ton on the scrap iron located at the Lincoln County Road Department.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to sell the surplus property (scrap iron) to North Platte Metals LLC for $165 per ton, contingent on the total value of the scrap iron is less than $2,500.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to declare the county’s scrap aluminum in the Lincoln County Road Department to be surplus property which is obsolete or unusable by the county.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to place a value of 45 cents per pound on the scrap aluminum located at the Lincoln County Road Department.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Roethemeyer to sell the surplus property (scrap aluminum) to North Platte Metals LLC for 45 cents per pound, contingent on the total value of the scrap aluminum is less than $2,500.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The county board conducted a budget work session.

The meeting was adjourned at 12:10 P.M.

 

Advance notice and the agenda for the August 29, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on September 6, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
