North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Willis Roethemeyer, County Clerk, Rebecca Rossell, and County Board Assistant, Tammy White.  Commissioner Deterding was absent.  Commissioner Roethemeyer offered prayer.  Vice-Chairman Roethemeyer called the meeting to order at 9:02 A.M.

 

Vice Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 12, 2011.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

Motion by Hewgley, seconded by Roethemeyer to approve the 2011 Lincoln County inventories as submitted.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

Motion by Hewgley, seconded by Roethemeyer to approve the interlocal agreements with the City of North Platte for maintenance of roads and authorize the vice chairman to sign.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

Deputy County Attorney, Joe Wright, arrived at 9:12 A.M.

 

Motion by Hewgley, seconded by Roethemeyer to receive and order filed the fee reports submitted by the County Sheriff, County Treasurer and Clerk of District Court.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger and County Treasurer, Sue Fleck appeared.

 

Motion by Hewgley, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 12, 2011.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

Motion by Hewgley, seconded by Roethemeyer to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption applications submitted by North Platte Opportunity Center as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.

 

Discussed a letter received from the accountant concerning the penalty assessed Robert Brosius on personal property.  The accountant stated that the return was mailed but the assessor’s office never received it.

 

County Assessor, Julie Stenger, informed board members that per state statute unless the penalty was improperly imposed or improperly calculated it should be assessed.  She did not feel that either of those applied in this case.

 

Motion by Hewgley, seconded by Roethemeyer to deny the appeal by Robert Brosius base on state statute and relevant testimony from the County Assessor that it was not filed as noted.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

The Lincoln County Board of Equalization adjourned at 9:33 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Claudine Thorne, Deputy County Attorney, reported to board members that the only change in the annual renewal with McPherson County for child support enforcement services was to add mileage reimbursement if she has to travel to Tryon.

 

Motion by Hewgley, seconded by Roethemeyer to approve the interlocal agreement with McPherson County for child support enforcement services for a one year period.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

Motion by Hewgley, seconded by Roethemeyer to set October 3, 2011 at 9:10 A.M. for public hearing for the purpose or receiving comments relating to setting the final tax request at a different amount than the prior year.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

 

Motion by Hewgley, seconded by Roethemeyer to enter into D.A.R.E. agreements with the following schools for the 2011/2012 school year:  Hershey, Sutherland, Wallace and Maxwell.  Upon roll call vote Hewgley and Roethemeyer voted “aye”.  Nays, none.  Deterding absent.

Advance notice and the agenda for the September 19, 2011 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on September 26, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
