North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White.  Commissioner Hewgley was absent. Commissioner Deterding offered prayer.  Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 26, 2011.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to authorize the chairman to sign a Federal Engagement Letter and Legal Litigation Letter for Don Wilson, CPA to proceed with the county audit for year ending June 30, 2011.  Upon roll call vote Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve the withdrawal of securities by NebraskaLand National Bank as pledged to the County Clerk.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.

 

A public hearing was opened at 9:10 A.M. to receive comments relating to setting the final tax levy request at a different amount than the prior year tax request.

 

Mike Groene told board members to not count on valuations increasing in the future and to look at the tax increment financing and how these items affect the county budget.

 

No other comments were received.

 

The public hearing was closed at 9:17 A.M.

 

Motion by Roethemeyer, seconded by Deterding to approve and adopt Resolution No.  2011-33 setting the final tax levy request for 2011 at a different amount than the prior year tax request.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

The Lincoln County Board of Commissioners recessed at 9:20 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, was present.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 26, 2011.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve and adopt Resolution No. 2011-34 establishing the 2011 tax levies for all political subdivisions.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve the notice of valuation changes numbered 2011-079 thru 2011-082 as submitted by the County Assessor.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

The Lincoln County Board of Equalization adjourned at 9:25 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Shannon Hudson and Frances Thomas of the Lincoln County Attorney’s Office appeared to present the rules and regulations of the Victims of Crime Act (VOCA) grant.  The 2011 grant was approved for the full amount.

 

Motion by Roethemeyer, seconded by Deterding to authorize the chairman to sign the rules and regulations to the Victims of Crime Act grant.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve and enter into a contract with the State of Nebraska, Department of Revenue Property Assessment Division, for a computer assisted mass appraisal system for the County Assessor.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Roethemeyer, seconded by Deterding to approve the special designated liquor permit submitted by Cowpoke LLC of Thedford for an event to be held at the Lincoln County Fairgrounds on October 22, 2011.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

The following bids were received for a bridge crossing Gulch Canyon located 5.5 miles south, 3 miles east of Brady, NE and is 880 feet south of Banner Road on Wahlgren Road.  The legal description is the NW ¼ of Section 7; Township 11 North and Range 26 West in Lincoln County, Nebraska:

 

Theisen Construction Inc.              $89,000

Simon Contractors                          $81,200

Norfolk Contracting Inc.                  $76,784

 

The start date for Norfolk Contracting was 6-8-2012 which would take this project into the next fiscal year.

 

County Highway Supt., Jerry Hitchcock, recommended that the county board accept the bids of Simon Contractors for the slightly higher bid amount with an earlier start date so the project can be completed in this fiscal year.

 

Motion by Roethemeyer, seconded by Deterding to accept the bid of Simon Contractors in the amount of $81,200 to get the project completed in this fiscal year.  Upon roll call vote Roethemeyer and Deterding voted “aye”.  Nays, none.  Hewgley absent.

Advance notice and the agenda for the October 3, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on October 10, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
