Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White. Deterding offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 7, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to receive and order filed the fee reports submitted by Clerk of District Court, County Treasurer, County Sheriff and Register of Deeds. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to enter into an interlocal agreement with the City of North Platte for emergency management services from October 1, 2011 thru September 30, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to authorize the chairman to sign a revised title sheet for Project BR-1480(11), Control No. 61414, Maxwell Southwest. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Recessed at 9:15 A.M. as the Lincoln County Board of Commissioners and convened as the Lincoln County Board of Equalization.

Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 7, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
There were no certificates of correction or refund submitted.
Motion by Hewgley, seconded by Roethemeyer to approve the motor vehicle tax exemption application by North Platte Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Adjourned at 9:17 A.M. as the Lincoln County Board of Equalization and reconvened as the Lincoln County Board of Commissioners.
Motion by Hewgley, seconded by Roethemeyer to amend the agenda to add an additional project to agenda item #5 known as BR-1480(8), Brady Southeast which was just brought to the County Highway Superintendent’s attention this morning by the State of Nebraska Department of Roads. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2011-40 to withdraw the following projects from the Federal Aid List: Sutherland North STPE-BR-1475(5); Maxwell Southwest BR-1480(12); Brady Southwest BR-1545(5) and Brady Southeast BR-1480(8) and authorize the chairman to sign. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Judy Clark, Lincoln County Planning Administrator presented File No. SU11-003 an application by Wilford D. Jones and E. Joan Jones for approval of WD Jones Administrative Subdivision which will split the dwelling site consisting of 7.96 acres from 295.3 acres of farm ground in an A-1 Agricultural District located north of North Platte on Autogate Road on property described as the S ½ of Section 5; Township 15 North; Range 29 West of the 6th P.M., in Lincoln County, Nebraska. She reported that Planning Commission recommends approval of this application.
Motion by Hewgley, seconded by Roethemeyer to approve File No. SU11-003 for WD Jones Administrative Subdivision as presented. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Judy Clark, Lincoln County Planning Administrator also presented File No. SU11-004 an application by John and Carol Townsend for approval of Townsend Administrative Subdivision which will consolidate 4 lots into 2 lots in an R-L Suburban Residential District. The property is located north of North Platte at 2064 East Renee Road on property described as Lots 7, 8, 9 and 10 Tatman’s Hillside Addition to Lincoln County, Nebraska. She reported that Planning Commission recommends approval of this application.
Motion by Roethemeyer, seconded by Hewgley to approve File No. SU11-004 for Townsend Administrative Subdivision as presented. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the November 14, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on November 21, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse at 9:15 A.M.
