North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Deterding and Hewgley, County Clerk, Rebecca Rossell and Board Assistant, Tammy White.  Commissioner Roethemeyer was absent.  Deterding offered prayer.  Chairman Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Laws with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting on November 21, 2011.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the Certification of Highway Supt. for 2011 to the Nebraska Department of Roads.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Treasurer, Sue Fleck and County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Deterding to approve minutes regarding the Lincoln County Board of Equalization meeting on November 21, 2011.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

No certificates of correction or refund were submitted by the County Assessor.

 

Motion by Hewgley, seconded by Deterding to approve the following tax exemption applications as recommended for approval by the County Treasurer:  North Platte Catholic Schools, Region II Services and Region II Human Services.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Tim and Tanya Townsend appeared to discuss a petition they had filed to vacation a portion of an unopened county road through both Tatmans’ Replat and Tatman’s Hillside Edition.  Tim expressed that he would like to vacate this road from his gate to where it dead ends on an adjoining fence line.  The road is not currently open and mail is not delivered on that portion of road.

 

Lincoln County Highway Supt., Jerry Hitchcock, stated there is an area that is used as a turn-around but is not officially a turn around.

 

Commissioner Hewgley asked if the turn-around is on the county right of way.

 

Hitchcock replied that he would have to measure it.

 

Commissioner Deterding expressed that he would want the county to keep the 60’ right of way as we don’t know what will happen in the future.

 

Commissioner Hewgley commented that this portion of road is not serving a purpose right now, but in the future it might.  He suggested the possibility of the Highway Supt. installing a gate.  He would also want the county to keep the 60’ right of way and the road would not be improved unless requested.

 

Townsend’s would like to vacate the road from their sign to the east.

 

Hitchcock will measure the right of way and look at the area that is used as a turn-around and prepare a resolution for consideration at the next board meeting.

Advance notice and the agenda for the November 28, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on December 5, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
