North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Deterding and Hewgley, County Clerk, Rebecca Rossell and Board Assistant, Tammy White.  Commissioner Roethemeyer was absent.  Deterding offered prayer.  Chairman Deterding called the meeting to order at 9:05 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 28, 2011.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Motion by Hewgley, seconded by Deterding to set December 19, 2011 at 10:00 A.M. to accept bids for the Lincoln County Courthouse electrical upgrade.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization reconvened.

Deputy County Assessor, Pat Collins was present.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting on November 28, 2011.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

There were no certificates of correction or refund submitted.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Deputy County Attorney, Joe Wright arrived at 9:37 A.M.

 

Lloyd Oman filed a tort claim stating that he was westbound 1 mile east of the airport when a truck that was eastbound kicked up a rock that struck and broke his windshield which the passengers identified as a Lincoln County vehicle.  He attached three estimates for repair to his tort claim.

 

Timothy Hatfield, a passenger in the vehicle stated he saw Lincoln County on the door of the other vehicle.

 

Commissioner Hewgley asked if there were any numbers on the vehicle.

 

Timothy responded no.  The truck was short double axel truck.

 

Commissioner Deterding questioned if there were any logos on the vehicle.

 

Timothy replied there a picture of a person, like Buffalo Bill on the vehicle.

 

Lincoln County Highway Superintendent, Jerry Hitchcock, reported that he had visited with all three of his district foreman and the daily logs do not indicate any county trucks running in this area on that day.

 

Motion by Hewgley, seconded by Deterding to receive the tort claim filed by Lloyd Oman.  Upon roll call vote Hewgley and Deterding voted “aye”.  Nays, none.  Roethemeyer absent.

 

Approved the following claims presented for payment:

 

The meeting was adjourned at 10:32 A.M.

 

Advance notice and the agenda for the December 5, 2011 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on December 12, 2011 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
