Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White. Roethemeyer offered prayer. Chairman Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting on December 19, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to authorize the chairman to sign a letter indicating willingness of Lincoln County Emergency Planning Committee and Emergency Manager to provide support to Nebraska Public Power District. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Roethemeyer, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting on December 19, 2011. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve the certificates of correction and refund as submitted by the County Assessor on real and personal property. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.
Sheriff Kramer asked the county board to consider setting a date to accept bids for three ½ ton 4 wheel drive crew cab trucks for the Sheriff’s Office. He has three vehicles he would like to trade including one newer truck with 30,000 miles.
Motion by Roethemeyer, seconded by Hewgley to advertise for 3 vehicles with trade for the Lincoln County Sheriff’s Office and to accept bids on January 23, 2012 at 10:00 A.M. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Roethemeyer to approve and adopt Resolution No. 2012-01 for “Adoption of the Twin Platte NRD Multi-Jurisdictional Hazard Mitigation Plan to get federal funding and authorize the chairman to sign. Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.
Julie Nielsen and Kevin Kennedy, representing Lincoln County CASA (Court Appointed Special Advocates for Children) were present to update the county board on the group.
They have a 9 member board of directors and are now recognized as a charitable organization by the State of Nebraska. They are working on becoming a 501-C3. They assured the county board they can be a sustainable organization. They requested the county board consider allowing them office space in the courthouse and a financial contribution. The grants they are applying for look for local support. They plan to hire a part time director in February, 2012.
Kennedy told board members there are 116 cases in Lincoln County. There are 34 counties in Nebraska that already have a CASA program. The goal is to get 30 volunteers by next September.
Nielsen also mentioned they are going to apply for 2 crime commission grants and will also apply for the national CASA grant.
Commissioner Deterding voiced that the county board is looking at utilizing the space in the courthouse on the 2nd, 3rd and 4th floors.
Nielsen reported they have office furniture and cell phone that has already been donated.

Advance notice and the agenda for the January 3, 2012 board meetings were sent to members of the county board, county attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, January 9, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
