Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and County Board Assistant, Tammy White.  Roethemeyer offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting on January 17, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-07 approving the county depositories for 2012.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the Condition of the Treasury of Lincoln County, Nebraska from July 1, 2011 to December 31, 2011.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the right-of-way permit submitted by Dawson Public Power District.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Treasurer, Sue Fleck and County Assessor, Julie Stenger was present.

 

Motion by Hewgley, seconded by Deterding to approve minutes regarding the Lincoln County Board of Equalization meeting on January 17, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption applications for Calvary Assembly of God Church and the First Baptist Church of North Platte as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption application for Maranatha Bible Camp as recommended by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-08 to enter into a program agreement with the State of Nebraska Department of Roads regarding state wide fracture critical bridge inspections in Lincoln County, NE and authorize signatures where appropriate.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the amended 2012 State County Aid Enhancement Juvenile Justice Grant application.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The following bids were received for three vehicles for the Lincoln County Sheriff’s Office with a trade in allowance for three used vehicles:

Motion by Hewgley, seconded by Deterding to accept the low bid of $42,414 by Janssen Chrysler Dodge Jeep for three new trucks as per specifications less trade in allowance.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to appoint Lincoln County Clerk, Rebecca Rossell to represent The county of Lincoln, Nebraska as its Fair Housing Representative.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

 

Motion by Deterding, seconded by Hewgley to approve the Special Conditions for release of funds as outlined in contract CDBG 10-ED-003; said documents include Authorization to Request Funds, Procurement/Code of Conduct, Furthering Fair Housing, and the Grantee Information Sheet and authorize the chairman to sign.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to enter The County of Lincoln, Nebraska, into a Comprehensive Agreement with the West Central Nebraska Development District Non-Profit Development Organization regarding Greenbrier Rail Services and Community Development Block Grant – Contract No. 10-ED-003, and authorize the chairman to sign.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

The meeting was adjourned at 12:20 P.M.

 

Advance notice and the agenda for the January 23, 2012 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on January 30, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
