Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, Deputy County Clerk, Terry Heessel and County Board Assistant, Tammy White.  Deterding offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve minutes regarding the Lincoln County Board of Commissioners meeting held on January 23, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to place on file the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the addition of securities by NebraskaLand National Bank as pledged to the County Clerk.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the right-of-way permit submitted by Dawson Public Power District.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

County Clerk Rossell arrived at 9:10 A.M.

 

Recessed at 9:15 A.M. as the Lincoln County Board of Commissioners and convened as the Lincoln County Board of Equalization.

County Assessor, Julie Stenger and County Treasurer, Sue Fleck was present.

 

Motion by Hewgley, seconded by Deterding to approve minutes regarding the Lincoln County Board of Equalization meeting on January 23, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption application submitted by American Red Cross as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Adjourn as Lincoln County Board of Equalization at 9:17 A.M. and reconvene as the Lincoln County Board of Commissioners.

 

Motion by Deterding, seconded by Hewgley to approve the appointments of Krystle Friesen of Wallace; Linda L. Anderson and Gary Kuhlmann of North Platte to the Lincoln/McPherson Extension Board of Directors for 3 year terms.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.   Nays, none.

 

Quarterly report of Dan Guenthner, Emergency Management Director for quarter ending December 31, 2011.

 

Mr. Guenthner reported that he received the agreement from NEMA and had visited with personnel from the Lake Maloney Home Owner’s Association and Nebraska Public Power District in regard to the Lake Maloney Siren Project.  The electrical supply and installation of the sirens was not included in the grant application.  The project will be a 75/25 split and the Lake Maloney Home Owners Association will be bearing the cost of the project.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the Grant Agreement between the Nebraska Emergency Management Agency (NEMA) and Lincoln County, NE concerning the Siren Warning Solution for Lake Maloney, Project #0007. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Advance notice and the agenda for the January 30, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on February 6, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
