North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, and County Board Assistant, Tammy White.  Roethemeyer offered prayer.  Chairman Roethemeyer called the meeting to order at 9:05 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve minutes regarding the Lincoln County Board of Commissioners meeting on February 6, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports submitted by the Register of Deeds, Clerk of District Court, County Treasurer and County Sheriff.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign an amendment to the Lincoln County Jail Food Service Agreement with CBM Managed Services.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign an agreement for land surveying services for the State of Nebraska Department of Roads Project No. RD-30-2(1032).  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The agenda item concerning the Scope of Work/Estimate with Twin Valley Communications was tabled until the next meeting.

 

The Lincoln County Board of Commissioners recessed at 9:18 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the County Board will comply with the open meeting requirements.

 

Deputy County Assessor, Pat Collins, appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 6, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Todd Turner, treasurer for the North Platte Community Daycare Center, appeared to explain the reason for late filing of the tax exemption application form.

 

Motion by Hewgley, seconded by Deterding to approve the waiver for North Platte Community Child Care Center to allow the County Assessor to make a recommendation on the requested tax exemption application.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the waivers for Apostolic Worship Center and Holy Spirit Catholic Church to allow the County Assessor to make recommendations on the requested tax exemption applications.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to set March 12, 2012 at 10:30 A.M. to receive bids on 1 or 2 new or used motor graders for the Lincoln County Dept. of Roads.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2012-09 authorizing the board chairman to sign Supplemental Project Program Agreement BN1121 Supplemental Agreement No. 1 between Lincoln County, NE and the Nebraska Department of Roads on Project BR-1480(11), Control No. 61414, Maxwell Southwest.

Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to go into closed session at 10:02 A.M. concerning strategy regarding potential litigation and to protect attorney-client privilege, which is clearly necessary to protect the public interest.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Chairman Roethemeyer restated the reason for closed session.

 

Motion by Hewgley, seconded by Deterding to go into open session at 10:56 A.M.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Advance notice and the agenda for the February 13, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Tuesday, February 21, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
