North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, Deputy County Attorney, Joe Wright and Board Assistant, Tammy White.  Roethemeyer offered prayer.  Chairman Roethemeyer called the meeting to order at 9:02 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 27, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the license renewal applications for the Lottery Operator and sales outlets for 2012 – 2014.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Dan Guenthner gave a brief overview concerning the emergency responder credentialing policy that is being considered.

 

Commissioner Hewgley questioned why this system is need now.

 

Dan replied that it was part of this year’s grant guidance from the state.  There was money appropriated in this year’s fiscal budget for this purchase.

 

Commissioner Hewgley asked why the system had to be mobile.

 

Dan stated that it will address onsite accountability such as who was there, when they arrived and when they left.

 

Commissioner Hewgley then asked if this was a PET region project.

 

Dan responded that it is a Lincoln County project.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the Lincoln County Emergency Responder Credentialing Policy.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

Lisa Burke, Executive Director, of the North Platte/Lincoln County Convention & Visitors Bureau presented the board with 2 contracts for brochure and rack card distribution for 2012 with CTM Media Group and Certified Folder Display Services, Inc. The new brochures have a QR code on it expanding the social media coverage.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the 2012 brochure distribution contracts with CTM Media Group in the amount of $4,718.18 and Certified Folder Display Services, Inc. in the amount of $10, 284.35.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee report submitted by the County Clerk.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:33 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, was present.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 27, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:35 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Larry Biss, representing the Fraternal Order of Eagles #2839 appeared to answer any questions concerning an application for special designated liquor permit for March 24, 2012.  It is the Ducks Unlimited banquet which will be held at the fairgrounds.  ID’s will be checked and they will use wrist bands.

 

Motion by Hewgley, seconded by Deterding to approve the special designated liquor application submitted by Fraternal Order of Eagles #2839 for an event to be held at the Lincoln County Fairgrounds on March 24, 2012 as presented.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Jerry Hitchcock, Lincoln County Highway Supt., reported that he contacted the State of Nebraska concerning the request from the last board meeting to give him permission to contact the Nebraska Dept. of Roads concerning a drive way onto Highway 83 in the SW /14 of Section 2; Township 14 North, Range 30 West.  He told board members that the state is considering this a private road and that it made no difference if the county applied or if Mr. Perrett applied for the permit.  Hitchcock recommended that Mr. Perrett apply for it on his own.

 

Motion by Hewgley, seconded by Deterding to not authorize the Highway Supt. to contact the State of Nebraska Dept. of Roads concerning the drive way access request on to Hwy 83.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Vicki Hansen, wanted to clarify that Bruce Richman was willing to give the easement to the county.

 

Motion by Deterding, seconded by Hewgley to set March 26, 2012 at 10:30 A.M. to accept bids for micro-surfacing for the Lincoln County Dept. of Roads.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

County Court Judges Turnbull and Piccolo, along with Bruce Mendenhall of BTS discussed an internal automated attendant and/or direct dial number for County Court.

 

Both judges now have personalized schedules and the calls are not being directed to the right place.  Judge Piccolo had suggested a direct dial line into County Court.  This item can be paid out of the County Court budget.

 

Mendenhall suggested that the general public could be transferred up to the internal auto attendant and then having a direct line added at no cost to the county.  This could be given out to attorneys, etc. whom they decide need to have the number.  Another possibility would be to just have the internal automated attendant and the split the menus for the general public, attorneys, etc.

 

Motion by Hewgley, seconded by Deterding to authorize the internal auto attendant for County Court through their budget and not have a direct dial number.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Advance notice and the agenda for the March 5, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, March 12, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioner’s Room at 9:15 A.M.
