Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White.  Deterding offered prayer.  Chairman Roethemeyer called the meeting to order at 9:04 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 5, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-11 appointing Great Western Bank as a county depository for 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports submitted by the County Clerk, Clerk of District Court, County Sheriff and Register of Deeds.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Treasurer, Sue Fleck and County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 5, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Great Plains Regional Medical Center and North Platte Baptist Church as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Paul Cooper, Veterans Service Officer, stated he had received an interlocal agreement from Thomas County to serve as their Veterans Service Officer.  They cannot find anyone to perform this service.  There are 80 veterans in Thomas County and the annual amount would be $1800.  The veterans would come to North Platte except in extreme circumstances where they are unable to travel.

 

Motion by Deterding, seconded by Hewgley to enter into an interlocal Veterans Service agreement with Thomas County as presented and authorize the Chairman to make the necessary corrections and initial them.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Motion by Hewgley, seconded by Deterding to have the Highway Superintendent review the bids and make a recommendation to the county board.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Approved the following claims as presented for payment:

 

The Lincoln County Board of Commissioners recessed at 10:53 A.M. and reconvened at 10:58 A.M. at the Lincoln County Detention Center.

 

The county board conducted a quarterly inspection of the Lincoln County Detention Center.

 

The meeting was adjourned at 12:17 P.M.

 

Advance notice and the agenda for the March 12, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, March 19, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
