North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White.  Deterding offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 26, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the right of way permits submitted by Nebraska Link and Dennis Steffes.  Upon roll call vote Hewgley, Roethemeyer and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared and also County Treasurer, Sue Fleck.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 26, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the certificates of correction and refund submitted by the County Assessor.   Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by North Platte Catholic Schools and West Central District Health Department as recommended by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption applications submitted by Grand Island Diocese and First Evangelical Lutheran Church as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Ryan Alexander and Gary Sierks appeared to represent Calvary Baptist Church concerning the Form 451 for tax exemption on real and personal property that was recommended for approval of a portion several weeks ago.

 

County Assessor, Julie Stenger, explained that the notice was faulty.  The notice was received and had the proper date but the time to appear was omitted.  She explained that she had not changed her recommendation and still was approving only a portion of 1 acre to be tax exempt.

 

Ryan explained that even though the property is currently for sale, they do not plan to extend the contract after June and now plan to keep the property. It is used to park larger vehicles, training events, youth activities and outdoor meetings.  He explained they did not use every square foot on a regular basis.

 

Commissioner Deterding questioned how much land the parcel contained.

 

Stenger replied that the property card shows 4.016 acres.

 

Commissioner Roethemeyer explained that other churches in the city pay taxes on vacant lots.

 

Alexander stated they do use the property unlike some other entities that never use it at all.

 

Commissioner Hewgley explained that the board has set a standard concerning these types of properties and they try to be consistent.

 

Motion by Hewgley, seconded by Deterding to approve a 1 acre portion for tax exemption for Calvary Baptist Church as recommended by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:33 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Ella Ochoa, Chairperson for Lincoln County CASA (Court Appointed Advocates for Children) introduced new part time director Stephanie Miller who will be working 10 hours per week at a current location of the North Platte Community Daycare.

 

Ochoa also asked for office space in or around the courthouse and budgetary consideration of $10,000 in the next fiscal year from Lincoln County.

 

Commissioner Deterding stated there is no office space at this point in time in the courthouse.

 

Ochoa asked if there was anything close to courthouse.

 

Commissioner Roethemeyer commented there is no outside space owned by the county nearby at this time and that the courts have also requested more space.

 

Board took no action at this time.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-13 and authorize the chairman to sign the LPA Program Agreement between Lincoln County, Nebraska and The State of Nebraska Department of Roads for Project RRZ-1390(3), Control No. 61416, Birdwood Grade Separation. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the special designated liquor permit submitted by Golden Spike Tower and Visitors Center for business after hours on April 20, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

The meeting was adjourned at 10:15 A.M.

 

Advance notice and the agenda for the April 2, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, April 9, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
