North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White.  Hewgley offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 2, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the addition of securities by Adams Bank & Trust as pledged to the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports submitted by the County Sheriff, County Clerk, County Court and Clerk of District Court.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the right-of-way permits submitted by Olson Farms, Inc.   Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the right-of-way permits submitted by Frey Pivot Services, Inc. and Century Link.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 2, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Deputy County Attorney, Joe Wright, reported that the county has interest ($934.29) in a parcel that is going to be sold at Sheriff’s sale on April 12th.  He requested an individual be appointed to protect the county’s interest at this sale.

 

Motion by Hewgley, seconded by Deterding to appoint Chairman Roethemeyer to represent the County and bid for the county in a Sheriff’s Sale on Lot 5, Block 6, Lincoln County Highway Addition to North Platte, Lincoln County, Nebraska which takes place on April 12, 2012 at 9:00 A.M. in the Commissioners Room.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

A public hearing was opened at 9:31 A.M. to receive comments on a new Nebraska Liquor License Application submitted by Lake Maloney Golf Course d/b/a Lake Maloney Golf Course located at 608 Birdie Lane, North Platte, NE for a Class I (Beer, Wine and Distilled Spirits, on sale only).

 

Chuck Thompson, secretary for the Lake Maloney Golf Course board, commented that a new club house had been built. They would like to sell beer, wine and wine coolers rather than just beer as they have in the past.  They cannot sell distilled spirits per lease agreement with NPPD but had to go with this class of license.

 

Chief Deputy Roland Kramer stated the Lincoln County Sheriff’s Office has no opposition to the liquor license.

 

The public hearing was closed at 9:35 A.M.

 

Motion by Hewgley, seconded by Deterding to approve the liquor license application submitted by Lake Maloney Golf Course d/b/a Lake Maloney Golf Course located at 608 Birdie Lane, North Platte, Nebraska for a Class I license (Beer, Wine and Distilled Spirits, on sale only).  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to declare the county’s scrap iron in the Lincoln County Road Department to be surplus property, which is obsolete or unusable by the county.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to place a value of $185 per ton on the surplus property (scrap iron) located at the Lincoln County Road Department.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to sell the surplus property (scrap iron) to North Platte Metals LLC for $185 per ton, contingent on the total value of the surplus (scrap iron) being under $2500.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to declare the county’s scrap aluminum in the Lincoln County Road Department to be surplus property, which is obsolete or unusable by the county.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to place the value of 60 cents per pound on the surplus property (scrap aluminum) located at the Lincoln County Road Department.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to sell the surplus property (scrap aluminum) to North Platte Metals LLC for 60 cents a pound, contingent on the total value of the surplus property (scrap aluminum) being under $2,500.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the agreement with Martin Resource Management Corp. d/b/a Monarch Oil Company in regards to the Micro-Surfacing project LCDOR 2012-1.  Upon roll call vote

Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Pat Gerdes, Region 15 PET Coordinator, reported that he has been working on this communications agreement with NPPD for some time.  It will save Lincoln County $3000 a year in fees. The state cannot own this type of system so local entities are building it out as a state wide system.  It will include a mutual aid frequency.  The PET Region is purchasing a generator and propane tank filled with propane to be placed at the north NPPD Communication Tower.  The agreement has some minor stipulations that Lincoln County will keep the fuel filled and do maintenance on the generator.  In exchange for these items the communications will be installed lease free for 10 years.

NPPD has a 24/7 monitoring system in place already to which the communications system will also be monitored 24/7.

 

Dan Guenthner, Emergency Management Director, reported this agreement will allow Lincoln County to increase our communications and operability.

 

Motion by Deterding, seconded by Hewgley to enter into the agreement and authorize the chairman to sign a lease agreement with Nebraska Public Power District to permit the county to place an antenna and other radio equipment associated with NRIN and State of Nebraska Mutual Aid Channels for the 911 Dispatch Center and Lincoln County Agencies on the north NPPD Communications Tower.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Dan Guenthner, Emergency Management Director, gave his quarterly report for the period ending March 31, 2012.

Advance notice and the agenda for the April 9, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, April 16, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
