Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White. Roethemeyer offered prayer. Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 23, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the addition of securities by First National Bank as pledged to the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger, was present.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 23, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the  chairman to sign the certificates of correction or refund on personal property as presented by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction and refund on real estate as presented by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign a contract with Figgins Construction Co. Inc., in regards to the Armor Coating Project for the Lincoln County Department of Roads, Project No. LCDOR 2012-3.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Presentation by Kent Trelford-Thompson of Blue Cross/Blue Shield of Nebraska

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign a three party agreement between North Platte Physician Group, LLC, The county of Lincoln, Nebraska, and the Lincoln County Sheriff to provide medical services at the Lincoln County Detention Center.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

A public hearing was opened at 10:00 A.M. to receive comments on the 2012 Funding Requests by Lincoln County Community Development Corporation to the Nebraska Department of Economic Development.

 

Nancy Striebel, Executive Director of Lincoln County Community Development Corporation did a brief summary on the grants they are requesting for 2012 and also the possibility of adding Frontier County to our area.

 

Commissioner Roethemeyer commented that there is a need for rehab housing in the Frontier County communities.

 

No other comments were received.

 

The public hearing was closed at 10:08 A.M.

 

No action needed by the Lincoln County Board of Commissioners.

 

Motion by Hewgley, seconded by Deterding to go into closed session at 10:15 A.M. concerning strategy regarding litigation and to protect attorney-client privilege, which is clearly necessary to protect the public interest.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Chairman Roethemeyer restated the reason for the closed session.

 

Motion by Deterding, seconded by Hewgley to go into open session at 11:00 A.M.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

Advance notice and the agenda for the April 30, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, May 7, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
