North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, and Board Assistant, Tammy White. Deterding offered prayer. Chairman Roethemeyer called the meeting to order at 9:02 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 21, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the 2012 Blue Cross/Blue Shield NACO health/dental insurance renewal application.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

No action was taken on the addendum to the Qwest Loyal Advantage Voice Master Service Agreement to obtain additional clarification.

 

Motion by Deterding, seconded by Hewgley to approve the substitution of securities by Hershey State Bank as pledged to the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the addition of securities by Adams Bank & Trust as pledged to the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye’.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:16 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, was present.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 21, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

No certificates of correction or refund presented by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:17A.M. and the Lincoln County Board of Commissioners reconvened.

 

County Highway Supt., Jerry Hitchcock, reported the addendum to the Birdwood Crossing agreement is due to a change in the price estimate for construction due to increased pricing in fuel, iron, etc.  The percentages between the 3 entities stayed the same but the dollar amounts increased. The estimated timeline for the project is a July 26, 2012 bid date, October, 2012 start date and a completion date of February, 2014.

 

Motion by Hewgley, seconded by Deterding to adopt Resolution No. 2012-14 and approve and enter into Supplemental Agreement No. 2 to a railroad agreement executed on August 18, 2009 between Union Pacific Railroad, State of Nebraska and Lincoln County, Nebraska concerning construction of Project RRZ-1390(3); Control No. 61416; Front Road Grade Separation/Birdwood Crossing.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Randy Saner, Extension Leader, discussed an interlocal agreement between Lincoln, McPherson and Logan counties to that will provide extension services to all three through the North Platte office.  He stated the percentage of the budget stayed the same as agreed upon by the counties earlier in the process.  The board of directors did change in the new draft to a 13 member board with 7 from Lincoln County, 3 from McPherson County and 3 from Logan County.

 

County Board discussed the size of the board proposed and the number of board members from each county.  They requested that the board be changed to 11 members with 7 from Lincoln County, 2 from McPherson County and 2 from Logan County.

 

The requested changes will be made and will be put back on the agenda for next week’s board meeting.

 

Motion by Hewgley, seconded by Deterding to give favorable comment on the special designated liquor permit submitted by White Bison LLC for a wine tasting event to be held on June 2, 2012 at the Oregon Trail Golf Course.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The following bid was received for one used 10 yard dump truck for the Lincoln County Dept. of Roads:

 

Cornhusker International Truck Inc.        2013 IH 7400            $82,000 with trade in

 

County Highway Supt., Jerry Hitchcock requested that this item be tabled for one week for him to review the bid specifications.

The meeting was adjourned at 11:26 A.M.

 

Advance notice and the agenda for the May 29, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, June 4, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
