Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, and Board Assistant, Tammy White. Hewgley offered prayer. Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 29, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the addendum to the Qwest Loyal Advantage Voice Master Service Agreement between Lincoln County, NE and Qwest Communications Company LLC with the understanding for the term per the attached Memo from Jim Ross, IT Department Supervisor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the renewal plan for Ameritas AS/VSP Vision Plan effective July 1, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger and County Treasurer, Sue Fleck appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 29, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Berean Church, Boys Scouts Troop #81 and First Baptist Church of Maxwell as submitted by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption applications submitted by GPRMC, North Platte Catholic Schools and Riverside Baptist Church as submitted by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioner reconvened.

 

County Highway Supt., Jerry Hitchcock, recommended to the County Board to reject the previous week’s bid on a 10 yard dump truck as the specifications that were advertised called for a used unit and the bid was for a new unit from Cornhusker International Trucks, Inc.

 

Motion by Deterding, seconded by Hewgley to reject the bid by Cornhusker International Trucks, Inc. as it did not meet the specifications as advertised.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to set June 25, 2012 at 10:00 A.M. to receive bids for one new/used 10 yard dump truck for the Lincoln County Department of Roads.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to enter The county of Lincoln, Nebraska into a contract with Western Engineering Company, Inc., in regards to the Asphalt Concrete Paving Project for the Lincoln County Department of Roads, Project No. LCDOR 2012-12 and authorize the Lincoln County Board chairman to sign the written contract for The county of Lincoln, Nebraska.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to refer the proposed acquisition to and receive comments from the Lincoln County Planning Commission regarding the conformity of the proposed acquisition to comprehensive planning for the area submitted by Wetlands America Trust, Inc., that is acquiring a conservation easement on real property owned by Double Dog Ranch, LLC.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Randy Saner, Extension Unit Leader, presented another agreement to the board for consideration for interlocal extension services between Lincoln, McPherson and Logan counties.  The document reflects the change the board requested at last week’s meeting changing the number of board members to 11 with 7 from Lincoln County, 2 from McPherson County and 2 from Logan County.

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the interlocal agreement between Lincoln, McPherson and Logan counties for extension office services.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Informational presentation and update on department activities by Rod Yost, Lincoln County Noxious Weed Supt.

 

Clerk of District Court, Deb McCarthy, presented two quotes to the board concerning the purchase of a new copier.  The quotes presented were from Eakes – $5113 and B & D Office City – $4800.

 

Motion by Hewgley, seconded by Deterding to authorize the Clerk of the District Court to purchase a copier bases on overall qualifications per the County Budget Act and authorize the purchase based on her judgment.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Advance notice and the agenda for the June 4, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, June 11, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
