Meeting of the Lincoln County Board of Commissioners. Present were Commissioners
Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell,
and Board Assistant, Tammy White. Roethemeyer offered prayer. Chairman
Roethemeyer called the meeting to order at 9:00 A.M.
Chairman Roethemeyer announced the Open Meeting Act with amendments is posted
for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the
Lincoln County Board of Commissioners meeting held on June 4, 2012. Upon roll call
vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays none.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s
receipts. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays,
none.
Motion by Deterding, seconded by Hewgley to approve the reappointment of Rod Yost,
Noxious Weed Supt. and Jack Gier, Building and Grounds Director to the Lincoln
County Safety Committee for 3 year terms to end June, 2015. Upon roll call vote
Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports as
submitted by County Clerk, County Court, Register of Deeds and Clerk of District Court.
Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to
sign the Maintenance and Support Services Agreement for the Lincoln County Clerk
WebGIS support for 1 year. Upon roll call vote Hewgley, Deterding and Roethemeyer
voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to
sign Amendment No. 1 to the Child Support Enforcement Subgrant between the
Nebraska Dept. of Health & Human Services Division of Child & Family Services Child
Support Enforcement and Lincoln County which was a change in dates. Upon roll call
vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
County Highway Supt., Jerry Hitchcock, reported that the resolutions concerning the
railroad signage and markings is a 90/10 split and will be a minimal cost to the county at
10%.
Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 201215
for Project HRRR-STWD (116) Advanced Railroad Signing, Control No. 00868.
Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 201216
for Project HRRR-STWD-(117) Advanced Railroad Pavement Markings, Control No.
00869. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays,
none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln
County Board of Equalization convened.
Chairman Roethemeyer announced the Open Meeting Act with amendments is posted

County Assessor, Julie Stenger appeared.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the
Lincoln County Board of Equalization meeting held on June 4, 2012. Upon roll call vote
Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
No certificates of correction and refund were submitted by the County Assessor.
Motion by Hewgley, seconded by Deterding to approve the property valuation changes
numbered 2012-001 through 2012-015 as submitted by the County Assessor. Upon roll
call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln
County Board of Commissioner reconvened.
Motion by Deterding, seconded by Hewgley to approve with favorable recommendation
the special designated liquor permit submitted by the Lincoln County Agricultural
Society for a beer garden on July 21, 26, 27 & 28, 2012 at the Lincoln County
Fairgrounds. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.
Nays, none.
Sheriff Kramer commented he had visited earlier with Maureen Callahan, representing
Mann Inc., as they have never done this type of event before and discussed what would
be expected and he has no objection to the application.
Motion by Hewgley, seconded by Deterding to approve with favorable recommendation
the special designated liquor permit submitted by Mann Inc. (Brady Get N Go) for a
reception on July 7, 2012 at Creek Side Event Center. Upon roll call vote Hewgley,
Deterding and Roethemeyer voted “aye”. Nays, none.
Jim Haugland, Sutherland Rural Fire District, gave a report concerning the 5 year
interlocal agreement for ambulance services that will expire on September 30, 2012. It
has worked very well. The fire districts are all working together and communicating with
each other, which has improved the service from the E911 call to the Emergency Room.
They would like to continue with another interlocal agreement with the current valuation
using the ½ mil again.
Commissioner Deterding asked if the patients were billed for ambulance services and
what percentage of those is unpaid.
Jim responded they do bill, but 35% – 40% are not paid. Chief Pederson of the North
Platte Fire Department replied the percentage was 25%-35% of unpaid for them.
Commissioner Roethemeyer commented that there is a lot of organization behind the
911 system that the public does not see or realize.
Commissioner Hewgley reported that he has only seen and heard good things about
how the ambulance service is working.
Commissioner Roethemeyer stated that these people volunteer their time and that the
county should help provide the equipment.
North Platte Fire Chief, Paul Pederson, related that patient care has been increased in
the last five years due to this agreement.
Dr. Jim Smith, Medical Director of the GPRMC ER, commented that the communication
and team work has improved with this agreement which has saved lives.
Greg Fear, Hershey Fire Chief, told board members that they contract with the
Sutherland Fire Dept. to furnish ambulance service. They keep a First Responder unit
up to date with the same equipment but they do not do the actual transport. Sutherland
does the actual transport.
County Board took no action at this time. Fire Districts will bring a new agreement for
consideration.
Conducted a quarterly inspection of the Lincoln County Detention Center.

Advance notice and the agenda for the June 11, 2012 board meetings were sent to
members of the County Board, County Attorney and all others requesting the same.
Notice was posted at the Lincoln County Courthouse, City Hall and on the county
website.
The agenda for the meetings to be held on Monday, June 18, 2012 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk.
The regular meeting of the Lincoln County Board of Commissioners will be at the
Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular
meeting of the Lincoln County Board of Equalization will be at the Lincoln County
Courthouse in the Commissioners Room at 9:15 A.M.
