Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell, and Board Assistant, Tammy White. Hewgley offered prayer. Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 18, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports as submitted by the County Sheriff.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to enter into a contract with Marcia Trego for protest of valuation referee services for 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the right of way permit submitted by John McCall.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the Region II Human Services Interlocal Participation Agreement for 2012/2013 Behavioral Health.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 18, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

No certificates of correction and refund were submitted by the County Assessor.

 

The Lincoln County Board of Equalization recessed at 9:16 A.M. and the Lincoln County Board of Commissioner reconvened.

 

Rod Yost, Noxious Weed Supt., supplied 2 quotes for a new copier.  The following quotes were received:  Eakes Office Plus – $5680; B & D Office City – $5673.

 

Motion by Hewgley, seconded by Deterding to accept the bid of B & D Office City in the amount of $5673 for a Minolta copier for the Noxious Weed Dept.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Judy Clark, Planning Administrator and Norma Cherry appeared to discuss File No. SU12-002 an application by Cherry Farm Co. for approval of Cherry Administrative Subdivision which will reconfigure two lots in an R-L Suburban Residential District located north of North Platte at 7840 North Highway 83 on property described as Lot 1 Wesley E. Jones Replat and a tract of land in part of the NE ¼ of Section 10; Township 14 North; Range 30 West of the 6th P.M. Lincoln County, Nebraska.

 

The planning commission had no objections to the application and it basically took 2 lots and made them 1 lot.

 

Motion by Hewgley, seconded by Deterding to approve File No. SU12-002 as presented.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The following bids were received for one new/used 10 yard dump truck for the Lincoln County Department of Roads:  NMC – $138,810.88 with trade & NE Truck Center – $77,470 with trade.

 

Motion by Deterding, seconded by Hewgley to accept the bid of NE Truck Center for a 2013 model in the amount of $77,470 with trade.  Upon roll call vote Hewgley, Deterding and Hewgley voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve with favorable recommendation the special designated liquor permit submitted by Veterans Association of Stapleton for a dance/reception to be held on July 28, 2012 at Creekside Event Center.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Recess as the Lincoln County Board of Commissioners and reconvene as the Lincoln County Board of Equalization at 11:02 A.M.

 

Discuss and consider 2012 Property Valuation Protests – Form 422.

 

The Lincoln County Board of Equalization recessed at 1:00 P.M. and the Lincoln County Board of Commissioners reconvened.

Advance notice and the agenda for the June 25, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, July 2, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
