Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, County Clerk, Rebecca Rossell and Board Assistant, Tammy White. Deterding offered prayer. Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 2, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded Hewgley to approve and authorize the chairman to right-of-way permit submitted by Valley Pro Irrigation.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports as submitted by the County Clerk, County Sheriff, Register of Deeds and County Court.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign a letter of engagement with McChesney Martin Sagehorn for 2012/2013 budget services.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 2, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction and refund submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Seth Tausen of the USDA Wildlife Services presented a 5 year agreement to continue wildlife service management in Lincoln County.  He also presented the annual renewal for the work/financial plan for the wildlife services.

 

Motion by Deterding, seconded by Hewgley to approve and enter into the 5 year agreement for wildlife service management in Lincoln County and authorize the chairman to sign.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and enter into the annual renewal for the work/financial plan for the wildlife services and authorize the chairman to sign. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Logan Mull discussed an Eagle Scout Project he would like to do that is located in the county right-of-way.  His intent is clean up and place a turn out by the soldier statue that is near the Fort McPherson National Cemetery in Maxwell.

 

Motion by Hewgley, seconded by Deterding to authorize Logan Mull to proceed with his Eagle Scout Project with the Ft. McPherson statue as presented with the county’s appreciation.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to recommend approval for the special designated liquor permit submitted by Sculley LLC for a beer garden at the Lincoln County Fairgrounds on July 27, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 10:50 A.M. and the Lincoln County Board of Equalization reconvened.

 

Discuss and consider 2012 Property Valuation Protests – Form 422.

 

The Lincoln County Board of Equalization recessed at 11:58 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Approved the following claims as presented for payment:

 

Met with elected officials and department heads for discussion on various topics.

The meeting was adjourned at 12:55 P.M.

 

Advance notice and the agenda for the July 9, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, July 16, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
