Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe
Hewgley, Duane Deterding, Willis Roethemeyer, Deputy County Clerk, Terry
Heessel and Board Assistant, Tammy White.   Chairman Roethemeyer offered prayer.  Chairman Roethemeyer called the meeting to
order at 9:00 A.M.

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public
review and the county board will comply with the open meeting requirements.

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln
County Board of Commissioners meeting held on July 16, 2012.  Upon roll call vote Hewgley, Deterding and
Roethemeyer voted “aye”.  Nays, none.

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s
receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.
Nays, none.

Motion by Hewgley, seconded by Deterding to receive and order filed the Condition of
the Treasury of Lincoln County, NE from January 1, 2012 – June 30, 2012 as
presented.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.
Nays, none.

Motion by Deterding, seconded by Hewgley to enter into an interlocal agreement with
the City of North Platte for fuel services from July 1, 2012 to June 30,
2013.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.
Nays, none.

Motion by Hewgley, seconded by Deterding to enter into an interlocal agreement with
the City of North Platte for public library services for five years to end
September 30, 2017.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.
Nays, none.

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln
County Board of Equalization convened.

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public
review and the county board will comply with the open meeting requirements.

County Assessor, Julie Stenger, appeared.

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln
County Board of Equalization meeting held on July 16, 2012.  Upon roll call vote Hewgley, Deterding and
Roethemeyer voted “aye”.  Nays, none.

No certificates of correction and refund were submitted by the County Assessor.

Motion by Hewgley, seconded by Deterding to approve the notice of valuation changes
numbered 2012-36 thru 2012-38 as submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and
Roethemeyer voted “aye”. Nays, none.

Motion by Hewgley, seconded by Deterding to approve the letters of explanation
submitted by Donna T. Benker/Steven Carver for late filing of 2012 Homestead
Exemption Applications.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Motion by Deterding, seconded by Hewgley to approve the letters of explanation
submitted by Nativedad Reyes for late filing of 2012 Homestead Exemption
Applications.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.
Nays, none.

The Lincoln County Board of Equalization recessed at 9:37 A.M. and the Lincoln County Board of Commissioners reconvened.

The public hearing was rescheduled for August 6, 2012 at 10:00 A.M.

The public hearings concerning the Comprehensive Plan, Zoning Regulations and
Subdivision Zoning Regulations have been postponed until August 20, 2012.

Quarterly report of Dan Guenthner, Emergency Management Director for quarter ending June
30, 2012.

Motion by Hewgley, seconded by Deterding to authorize the Emergency Manager Director
to participate in the SRS radio system. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Motion by Hewgley, seconded by Deterding to authorize the Emergency Manager
Director  to continue working with GIS to provide a tab to the current GIS webpage for Lincoln County.
Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none

The Lincoln County Board of Commissioners recessed at 11:48 A.M. and the Lincoln
County Board of Equalization reconvened.

Discuss and consider 2012 Property Valuation Protests – Form 422.

The Lincoln County Board of Equalization recessed at 4:16 P.M. and the Lincoln
County Board of Commissioners reconvened.

Approved the claims presented for payment.

The meeting was adjourned at 4:17 P.M.
Advance notice and the agenda for the July 23, 2012 board meetings were sent to members
of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County
Courthouse, City Hall and on the county website.

The agenda for the meetings to be held on Monday, July 30, 2012 will be kept
continually current and open for inspection at the office of the Lincoln County
Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse
in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be
at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
