Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, and County Clerk, Rebecca Rossell. Commissioner Hewgley offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 30, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign a Revised Budget Summary for Grant #12-VA-0202 for the Lincoln County Attorney’s Office Victim Witness Grant for 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign an agreement for the purchase of gravel by Lincoln County, NE from Bruce Sellon and Cynthia Sellon.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the fee reports submitted by County Court, Register of Deeds and Clerk of District Court.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, appeared and County Treasurer, Sue Fleck.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 30, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the certificates of correction and refund submitted by the County Assessor on real property and authorize the Chairman to sign.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the certificates of correction and refund submitted by the County Assessor on personal property and authorize the Chairman to sign.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption application by Calvary Baptist Church as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none

 

Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption application by Revival Revolution as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none

 

The Lincoln County Board of Equalization recessed at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Susan Maline, CPA, presented the 2012/2013 fiscal year Preliminary budget for Lincoln County, NE.

 

A public hearing was opened at 10:00 A.M. on the following:

 

a.  Public Hearing  File No. Z12-001 discuss an application by Kory and Natalie Aase, 148 East 7thStreet, Ithaca, Nebraska to rezone a 3.08 acre tract of land described as follows from an A-2 Agricultural District to an R-L Suburban Residential District. The land is located at 16319 West Sunset Road in the south half of Section 2, Township 13 North, Range 32 West of the 6th P.M., Lincoln County, Nebraska, more particularly described as follows: Lots 1, 2, and 3, Skyline Ridge Development, Lincoln County, Nebraska.

Planning Director, Judy Clark, read the review comments from the Planning Commission meeting and reported that the Planning Commission voted unanimously to approve the rezoning.

No other comments were received.

The public hearing was closed at 10:05 A.M.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-18 an application by Kory and Natalie Aase, 148 East 7th Street, Ithaca, Nebraska to rezone a 3.08 acre tract of land described as follows from an A-2 Agricultural District to an R-L Suburban Residential District. The land is located at 16319 West Sunset Road in the south half of Section 2, Township 13 North, Range 32 West of the 6th P.M., Lincoln County, Nebraska, more particularly described as follows: Lots 1, 2, and 3, Skyline Ridge Development, Lincoln County, Nebraska. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Planning Director, Judy Clark read the review comments from the Planning Commission concerning the application for Skyline Ridge Replat as follows:

File No. SU12-003  consider action on application by Kory and Natalie Aase for approval of Skyline Ridge Replat which will consolidate 3 lots into 1 lot in an area currently requested to be rezoned from A-2 Agricultural District to R-L Suburban Residential District located on Sunset Road in the south half of Section 2, Township 13 North, Range 32 West of the 6th P.M., Lincoln County, Nebraska, more particularly described as follows: Lots 1, 2, and 3, Skyline Ridge Development, Lincoln County, Nebraska.

Motion by Hewgley, seconded by Deterding to approve File No. SU12-003 approving Skyline Ridge Replat.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Motion by Deterding, seconded by Hewgley to approve the reappointment of Bob Fattig and Brad Stickelman to the Lincoln County Planning Commission for 3 year terms.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

A budget work session was held.

Advance notice and the agenda for the August 6, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, August 13, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
