Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, and County Clerk, Rebecca Rossell. Commissioner Roethemeyer offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 6, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-19 authorizing the chairman to sign an agreement with Pritchard & Abbott, Inc. for appraisal services.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the fee reports submitted by County Clerk, County Sheriff and County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and enter into the interlocal agreements for maintenance of roads with the City of North Platte.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 6, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the certificates of correction and refund submitted by the County Assessor on real property and authorize the Chairman to sign.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the notice of valuation changes numbered 2012-040 thru 2012-046 as submitted by the County Assessor.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

County Assessor, Julie Stenger, explained the reason for disapproving the special valuation submitted by Sergio G. Alcazar and Lawrence R. Buchholz II.  They feel the primary use of the land is recreational and not agricultural.  They bought out a third partner and signed a lease with a rancher.  These events both occurred after the January 1, 2012 assessment date.

 

Motion by Hewgley, seconded by Deterding to deny the appeal submitted by Sergio G. Alcazar and Lawrence R. Buchholz II  for special valuation on Pt. Acre to Gov’t lots 4 & 5, 16-14-34 29.29 acres, Parcel # 94809.00.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:30 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Hewgley to enter into D.A.R.E. agreements with Maxwell, Hershey, Sutherland and Wallace public schools for the 2012/2013 school year.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to set September 10, 2012 at 10:00 A.M. for public hearing to receive comments on the proposed 2012/2013 fiscal year, Lincoln County, NE budget.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to set September 10, 2012 at 10:30 A.M. for public hearing to receive comments relating to setting the final tax request at a different amount than the prior year.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve exceeding the budget limit by an additional 1% for the 2012/2013 fiscal year Lincoln County, NE budget.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2012-20 authorizing the chairman to sign a memorandum of understanding to extend our association with South Central Planning, Exercise and Training Program for 5 years.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the appointment of Daniel Guenthner to the South Central Planning, Exercise and Training Group.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

A budget work session was held.

Advance notice and the agenda for the August 13, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, August 20, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
