North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, and County Clerk, Rebecca Rossell.  Roethemeyer offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 17, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to recommend approval of the special designated liquor permit submitted by Chef LaLanne LLC for a reception to be held on October 25, 2012 at the Golden Spike.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to enter into an interlocal agreement with the Village of Sutherland for 5 years for library services.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to enter into interlocal agreements with the City of North Platte for one year for the following services:  Dispatch, Emergency Management and Network Services.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to authorize the Chairman to sign a letter of understanding with Wilkinson Development, Inc. for vacating and temporary occupancy of office space for the North Platte/Lincoln County Convention & Visitors Bureau.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to refer back to the Lincoln County Planning Commission File No.  AM12-001, the proposed Resolution No. 2012-21 adopting the Lincoln County, Nebraska Comprehensive Development Plan update 2011-2030, for further review, possible changes, and additional public hearing or hearings, because said proposed Resolution is being rejected at the time by the County Board.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

 

Motion by Hewgley, seconded by Deterding to refer back to the Lincoln County Planning Commission File No. AM12-002, the proposed Resolution No. 2012-22 adopting the Zoning Regulations of The county of Lincoln, Nebraska, for further review, possible changes, and additional public hearing or hearings, because said Resolution is being rejected at the time by the County Board.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to refer back to the Lincoln County Planning Commission File No. AM12-003, the proposed Resolution No. 12-23 adopting The Subdivision Regulations of The county of Lincoln, Nebraska, for further review, possible changes, and additional public hearings, because said proposed Resolution is being rejected at this time by the County Board.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 17, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

No certificates of correction or refund were submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Suzie Wiezorek, Photostat Department, presented three informal quotes for a new copier for her department.  Eakes – $9429; B & D Office City – $9744; and Capital Business Systems – $8426.

 

Motion by Deterding, seconded by Hewgley to approve the purchase of a copier for the Photostat Department from B & D Office City in the amount of $9744.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to enter into interlocal ambulance agreements with the City of North Platte, Sutherland Rural Fire, Village of Sutherland, Stapleton Rural Fire, North Platte Rural Fire, Maywood-Wellfleet Rural Fire, Maxwell Rural Fire, Village of Maxwell, Hershey Rural Fire, Gothenburg Rural Fire, Farnam Rural Fire, Curtis Rural Fire, Village of Brady, Brady Rural Fire, Wallace Rural Fire and Arnold Rural Fire.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the annual report for the Lincoln County Department of Roads to be submitted to the Board of Public Roads, Classification and Standards.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve going into closed session at 10:00 A.M. regarding personnel matters in the Building & Grounds Department, which include job performance and conduct being evaluated, to protect needless injury to the reputation of an individual.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Chairman restated the motion for the closed session.

 

Motion by Hewgley, seconded by Deterding to approve going into open session at 11:05 A.M.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve to terminate the employment of Jack Gier with the county at this time and request his keys.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the appointment of Jerry Hitchcock as interim director (department head) of Building and Grounds for the purpose of supervising the Department, which includes authority to hire, terminate, and other actions regarding employees in that department that are appropriate.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Jerry Hitchcock will file a Form C-4 with the Nebraska Accountability Commission for employment of an immediate family member.

 

County Board toured the District 11 Probation Office.

County Board conducted a quarterly inspection of the Lincoln County Detention Center.

Advance notice and the agenda for the September24, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, October 1, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
