North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, and County Clerk, Rebecca Rossell.    Hewgley offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 1, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports submitted by the County Sheriff, County Clerk, County Court and Register of Deeds.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to make a proclamation in Lincoln County that October is Cyber Security Awareness Month.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign a Management Representation letter for the 2012 audit.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign a Certification of Cost Allocation Plan for the fiscal year ended June 30, 2011 with Maximus for child support enforcement reimbursement.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 1, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2012-28 setting the 2012 tax levies for all political subdivisions headquartered in Lincoln County, NE.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to set October 29, 2012 at 10:00 A.M. to accept bids for one pickup truck for the Lincoln County Emergency Management office.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

 

Dan Guenthner, Emergency Management Director, reported that he had found a vehicle thru the State of Nebraska that could be used for a command/communication vehicle.  A rural fire district has to accept the vehicle on our behalf. One of the local rural fire districts have agreed to do this for the county.  The State of Nebraska would maintain ownership of the vehicle but the county would have to insure it and license it.  He is pursuing donations and grants.  The cost to the county would be $4950 for freight to have it delivered to the county.  There are areas within the county where it is very difficult to communicate with dispatch.

 

Commissioner Hewgley asked if he talked with the North Platte Police Dept. about possible use of the interview trailer.

 

Guenthner replied that he talked to them but the trailer would not be viable for both uses.

 

Commissioner Hewgley then asked if this equipment could be added to his new vehicle that is being bid.

 

Guenthner responded that he thought this would be too much equipment for a vehicle and there would be a lot of antennae’s.

 

Commissioner Roethemeyer then questioned what equipment would be needed inside.

 

Guenthner stated that new equipment would need to be purchased.  He would also pursue donations and grants for funding.  It would be a 3 to 4 year process to build it.

 

Commissioner Hewgley asked how much it would be to fully equip the vehicle.

 

Guenthner sited approximately $250,000.

 

County Board took no action on the request.

 

County Board acknowledged the receipt of a petition filed with the Lincoln County Clerk by Jerry Steffes to vacate a portion of Foothill Road.

 

Commissioner Hewgley commented there have been prior issues in this area and asked if this would remain county right of way if vacated.

 

Deputy County Attorney, Joe Wright, replied that it can be done several ways.

 

Steffes told board members that is a ½ mile of road.

 

Commissioner Hewgley stated that it can be difficult to get county right of way back in the future if needed.

 

Commissioner Roethemeyer commented that a power line would need to be moved at Mr. Steffes expense.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-29 directing the County Highway Supt. to do a study on this portion of Foothill Road and report back to the County Board.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.
Veterans Service Officer, Paul Cooper, reported that with web based program being offered by the State of Nebraska Dept. of Veterans Affairs that claims could be submitted and accessed electronically.  They are trying to go paperless and he would only have access to the Lincoln County veteran’s information.

 

Commissioner Hewgley asked who would pay for implementing and converting the files.

 

Cooper responded per this agreement the State of Nebraska would.

 

Motion by Hewgley, seconded by Deterding to enter The county of Lincoln, Nebraska, on behalf of Lincoln County Veterans Service Center, into a memorandum of understanding with the State of Nebraska Department of Veterans Affairs for the purpose of using a paperless format through the Web to process information and fill out applications for the benefit of Veterans.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Advance notice and the agenda for the October 8, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, October 15, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
