Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Roethemeyer called the meeting to order at 9:00 A.M.
Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 22, 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve the report from the County Treasurer on property taxes which are uncollectible and need to be stricken per Nebraska State Statute 77-1738. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the Final Report
of Distress Warrants issued in Lincoln County, Nebraska as submitted by the County Treasurer. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Commissioner Hewgley gave a committee report on the interviews for the Building & Grounds director position.
Motion by Deterding, seconded by Hewgley to appoint Dan Manookin as Lincoln County Building & Grounds Director. This individual understands that by the appointment, he will serve at the pleasure of this Board and therefore an “at will employee for the County”. This position will be effective November 15, 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to authorize the chairman to sign a corrected 2012-2013 Community Connections Juvenile Services Aid Enhancement Grant Award and Sub-Grant Special Conditions. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.
Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
County Assessor, Julie Stenger appeared.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 22, 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.
County Highway Supt., Jerry Hitchcock, reported that a committee of five from the Lincoln County Road Department reviewed the bids for maintainers. They recommend the following; NMC – #3 – 2007 12H for $156,500 and NMC-#5 – 2007 140M for $143,000 for a total of $299,500 with trade.
Motion by Hewgley, seconded by Deterding to accept the bids of NMC as recommended by the committee for a total purchase price of $299,500 with trade. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2012-31 authorizing the chairman to a Construction Engineering Task Order Agreement between Lincoln County, Nebraska and Mainelli Wagner& Associates, Inc. for Project RRZ-TMT-DPU-1390(3), Control No. 61416 (Birdwood/Front Road Grade Separation). Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
The following bids were received for one pickup truck for the Lincoln County Emergency Management Office:
Janssen Motors $21,050 with trade
NE DAS – Performance Dodge $26,401 with trade
NE DAS – Husker Auto $26, 489 with trade
Motion by Hewgley, seconded by Deterding to accept the bid of Janssen Motors for a 2013 1500 Crew Cab 4 x 4 for a net price of $21,050 with trade. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Approved the following claims as presented for payment:
The meeting was adjourned at 11:10 A.M.
Advance notice and the agenda for the October 29, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, November 5, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
