Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, and Deputy County Clerk, Terry Heessel.  Roethemeyer offered prayer.  Chairman Roethemeyer called the meeting to order at 9:00 A.M.

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 19, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Motion by Hewgley, seconded by Deterding to approve the substitution of securities by Wells Fargo as pledged to the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Motion by Deterding, seconded by Hewgley to approve the substitution of securities by Farmers State Bank as pledged to the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

Motion by Hewgley, seconded by Deterding to approve the substitution of securities by Adams Bank & Trust as pledged to the County Treasurer.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

The Lincoln County Board of Commissioners recessed at 9:18 A.M. and the Lincoln County Board of Equalization convened.

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

County Assessor, Julie Stenger appeared.

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 19, 2012.  Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”.  Nays, none.

No certificates of correction or refund submitted by the County Assessor.

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

Public Hearing opened at 10:00 concerning vacation of the part of Foothill Road located in Section 33; Township 15N; Range 31W, Lincoln County, Nebraska.

County Roads Superintendent, Jerry Hitchcock, stated that letters were sent to land owners and open meeting was published 3 consecutive times.  He was asked by Commissioner Roethemeyer as to his recommendation.  Hitchcock recommends abandonment of the section of Foothill road as described.

Jerry Steffes stated that closing the road was practical for his farming practices.

Dave Steffes states the it would improve the farming practice.

The public hearing was closed at 10:03 A.M.  December 3, 2012 at 9:30 A.M. was set as the date to consider resolution to vacate/abandonment of Foothill Road located in Section 33; Township 15N; Range 31W, Lincoln County, Nebraska.

The meeting was adjourned at 10:09 A.M.

Advance notice and the agenda for the November 26, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

The agenda for the meetings to be held on Monday, December 3, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
