Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer, and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Roethemeyer called the meeting to order at 9:04 A.M.
Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 3, 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports submitted by the County Sheriff, County Court and County Clerk. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the cancellation of the December 24, 2012 Lincoln County Board of Commissioners meeting. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign the Certification of Highway Supt. for 2012 for the Nebraska Department of Roads. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the June 30, 2012 Audit Report and place on file in the office of the Lincoln County Clerk. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to enter into a 3 year agreement with Don Wilson, CPA for auditing services from 2013 thru 2015. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 3, 2012. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Rod Yost, Lincoln County Noxious Weed Supt. and Jerry Hitchcock, Lincoln County Highway Supt. appeared to discuss the possibility of sharing an employee between the 2 departments. Rod reported that he has difficulty hiring and retaining seasonal sprayers that are certified and cannot keep them during the off season due to lack of work. It takes a significant amount of his time during the busy season to help train new individuals and to get them certified. A certified full time employee in his department could help train new hires. During the off season this individual could help out if needed in the road department. The benefits will come out of the Noxious Weed Department.
Hitchcock reported that he could use additional help at times during the winter months doing tree removal and with snow blades on the graders.
Motion by Hewgley, seconded by Deterding to approve a full time employee for the Noxious Weed Department. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Conducted a quarterly inspection of the Lincoln County Detention Center.

Advance notice and the agenda for the December 10, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, December 17, 2012 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
