Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding and County Clerk, Rebecca Rossell. Commissioner Roethemeyer was absent. Hewgley offered prayer. Vice Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Vice Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 17, 2012. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.

 

Motion by Deterding, seconded by Hewgley to approve the increase of mileage to 56.5 cents per mile effective January 1, 2013. Upon roll call vote Deterding and Hewgley voted “aye”. Nays, none. Roethemeyer absent.

 

Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2012-35 authorizing the Lincoln County Attorney to foreclose “EE” tax sale certificates issued by the Lincoln County Treasurer. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 17, 2012. Upon roll call vote Hewgley, Deterding voted “aye”. Nays, none. Roethemeyer absent.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Randy Saner, Extension Supervisor, appeared to present an updated Constitution and Bylaws for Lincoln –Logan – McPherson Counties Extension.   The updates were to add Logan County, delete items that are no longer required by statute and change the name to delete the word cooperative.

 

Board expressed concern about deleting “Cooperative” from the name for Extension as the counties do pay for some employees and do contribute to the program.

 

Motion by Deterding, seconded by Hewgley to draft a letter to the appropriate persons at UNL addressing the concern about deleting the word cooperative from the name. Upon roll call vote Hewgley and Deterding voted “aye”. Nays, none. Roethemeyer absent.

 

Paul Cooper, Veterans Service Officer, gave his report for the quarter ending September 30, 2012.

Advance notice and the agenda for the December 31, 2012 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, January 7, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
