Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Roethemeyer called the meeting to order at 9:00 A.M.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 31, 2012 with one correction showing Roethemeyer as absent instead of voting on the Board of Equalization minutes. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the withdrawal of securities by NebraskaLand National Bank as pledged to the County Clerk. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the right of way application submitted on behalf of Jeff Orr. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Roethemeyer announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 31, 2012. (With correction as noted above.) Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption applications submitted by Goodwill Industries and Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Great Plains Regional Medical Center and Maranatha Bible Camp as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2013-01 stating that the speed limit on the portion of North Homestead Road, from West Highway 30 going north of a distance of 7,463 feet or 1.41 miles as they exist on this date, that a temporary construction zone speed limit of 40 mph be established until the hauling of borrow is complete, approximately 60 days to enhance the safety of constituents on this section of road. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.

Advance notice and the agenda for the January 7, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, January 14, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
