North Platte Nebraska

 

Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer and Deputy County Clerk, Terry Heessel.  Hewgley offered prayer.  Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 11, 2013.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to receive and order filed the treasurer’s receipts.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve the fee reports submitted by the County Treasurer and Register of Deeds.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to authorize the Chairman to sign the Information Document Request concerning the 2008 Series General Obligation Bonds.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to authorize the Chairman to sign Proposal for services with Weathercraft Companies for a roofing project at the DMV Building.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 11, 2013.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

No Certificates of correction and refund were submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Tim Holzfaster was present as event supervisor for the Cattlemen’s Ball of Nebraska Inc., to explain procedures for the distribution of alcohol.

 

Motion by Roethemeyer, seconded by Deterding to approve the special designated liquor permit submitted by Cattleman’s Ball of Nebraska, Inc. for the event on June 7-9, 2013 at the Hanging H Ranch in Sutherland.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to authorize the chairman to sign an amended Constitution for University of Nebraska – Lincoln Cooperative Extension in Lincoln, Logan and McPherson Counties.

 

Lincoln County Sheriff, Jerome Kramer, Chief Deputy, Roland Kramer and Deputy Dan Newton were present for the opening of bids on three pickups.

 

One bid was received by 10:00 A.M.  Bid from Janssen Auto Group of North Platte was opened for 3, 2013, 1500, Ram, Special Service Vehicles for the Lincoln County Sheriff’s Office.  The cost is $23,180.00 each for a total of $69,540.00.  The 3 trade in’s value at a total of $5,000.00.  Making the trade difference a total of $64,540.00.  The Sheriff’s office reviewed the bid.  It was found to be acceptable by the Sheriff.

 

A bid was received too late from Gene Steffy Chrysler of Fremont NE.

 

Motion by Deterding, seconded by Roethemeyer to approve the purchase of three 2013, 1500, Ram, Special Service Vehicles from Janssen Auto Group of North Platte for $69,540.00 less the trade-in’s values of $5000.00 for a grand total of $64,540.00. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

County Roads Superintendent, Jerry Hitchcock, appeared to discuss declaring the county’s scrap iron at the Roads Department in Brady NE to be surplus property and to sell the surplus iron.

 

Motion by Deterding, seconded by Roethemeyer to declare the county’s scrap iron in the Lincoln County Road Department at Brady, NE as obsolete and unusable and $2500.00.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to direct the Roads Superintendent to sell the surplus property (scrap iron) to North Platte Metals for $150.00 per ton, contingent on the total value of the surplus property (scrap iron) being under $2500.00.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Sam and Tammie Taullie has expressed an interest in purchasing land from Lincoln County, legal as follows:  Lots five (5) and six (6) of block eighteen (18) Original Town, Brady, Lincoln County, Nebraska.

 

Deputy County Attorney, Joe Wright, explained the process set by statute on the process that the County has to follow to sell property.  This is just the first step.

 

Motion by Deterding, seconded by Roethemeyer to put the following matter on the agenda at the County Board’s next meeting February 25, 2013 at 9:30 A.M. to wit:  to discuss and consider to proceed under Neb. Rev. Stat. §23-107.01(1) concerning publication requirements, setting date for the public hearing, hearing requirements, what to put in the notice, allow the public to discuss for or against the sale or lease of the real estate (owned by The county of Lincoln, Nebraska) and any issue it has concerning “the fair market value of the [real estate] as determined by the county board” at the public hearing, discussion about the real estate being surplus, description of the property, and what the fair market value of the property should be; and all of the aforementioned are in regards to the real estate (owned by The county of Lincoln, Nebraska) described as follows:  Lots Five (5) and Six (6) of Block Eighteen (18), Original Town, Brady, Lincoln County, Nebraska.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to terminate and discontinue the Annual License & Maintenance Agreement (Inmate Booking System for the Lincoln County Jail a/k/a the Lincoln County Detention Center) with Archonix Systems, LLC, forthwith, which includes the current Annual License & Maintenance Agreement the County is under the future renewals of said Agreement; and furthermore instruct and give authority to the Lincoln County Attorney or one of her deputies to send a notice of termination and discontinuance of the Annual License & Maintenance Agreement in explicit detail to Archonix Systems, LLC.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

Advance notice and the agenda for the February 19, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, February 25, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
