Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Hewgley called the meeting to order at 9:02 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 19, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the fee reports submitted by the County Sheriff. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and authorize the chairman to sign the right of way application submitted by Custer Public Power District. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Deputy County Assessor, Pat Collins appeared.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 19, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Roethemeyer, seconded by Deterding to deny the tax exemption application status of Community of Christ Church due to an ownership change with the following legal description: O.T. Lots 5, 6, 7 & 8, Block 21, North Platte, Lincoln County, NE. Upon roll call vote Hewgley, Deterding and Roethemeyer voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:25 A.M. and the Lincoln County Board of Commissioners reconvened.
Lincoln County Appraiser, Charity Farley, reported she had researched lots in Brady, NE similar to those being considered for sale by the county and would put an $1800 value on the lots.
County Highway Superintendent, Jerry Hitchcock, commented that he had visited with the Brady Village Clerk and she is looking for supporting documentation that South Harrison going south has been abandoned and how the roadway was divided as it abuts these lots.
Commissioner Hewgley questioned if a landlocked lot would be worth less value.
Tammy Taullie, who is interested in purchasing the lots, said that when their attorney researched this area when they purchased the other lots he noted that Harrison Street had been vacated adjacent to these lots and has been divided between the two property owners.
Deputy County Attorney, Joe Wright, clarified that is was divided up between land owners that abutted the road.
Taullie commented that other lots in this area are valued at $20, $50 and $1400.
Farley reported that these lots have not been re-valued since the 1970’s. She will change the value for 2013. These two lots are now landlocked according to information that she just received from the Register of Deeds Office.
County Board took no action at this time and requested further research. They will consider this item again on the March 4th agenda.
Motion by Roethemeyer, seconded by Deterding to approve and authorize the chairman to sign a brochure distribution contract for the North Platte/Lincoln County Convention & Visitors Bureau with CTM for $6,426 and Certified Folder Display Services, Inc. for $10,552.58. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Rod Yost was recognized for being awarded Outstanding Weed Superintendent for Region VI.

Advance notice and the agenda for the February 25, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, March 4, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
