Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Duane Deterding, Willis Roethemeyer and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 11, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

No action was taken on the application for System of Award Management ID #.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the fee reports submitted by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:19 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 11, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Introduced Les Green – City of North Platte, Director of Information Systems.

 

Daniel Neff and Tim Brouilliette, legal counsel, were sworn to give testimony concerning the Class C liquor license application submitted by Neff Investments LLC dba Airport Inn Restaurant.

 

The public hearing was opened at 10:15 A.M. concerning the Class C liquor license application submitted by Neff Investments LLC dba Airport Inn Restaurant.

 

Applicant stipulated that the notice regarding today’s hearing had been received.

 

Brouilliette stated the applicant currently owns the Highway Diner. He has an agreement with the North Platte Airport Authority who was looking for someone to offer food service at the airport. The previous owners at the airport also offered liquor.

 

Daniel stated he had been in the restaurant business for 15 years.

 

Russell Estill spoke in opposition of the license stating he would like to see the Airport Inn Restaurant be liquor free.

 

Daniel reported that he only estimates about 3% of his sales at this location will be alcohol related.

 

Sheriff Kramer commented that he had no objections to the application based on other permits in the county.
The hearing was closed at 10:34 A.M.

 

Motion by Deterding, seconded by Roethemeyer to send a recommendation to the Nebraska Liquor Control Commissioner with favorable comment. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The County Board conducted a quarterly inspection of the Lincoln County Detention Center.

The meeting was adjourned at 12:10 P.M.

 

Advance notice and the agenda for the March 18, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, March 25, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
