Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 15, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to receive and order filed the fee reports submitted by the County Sheriff and County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 22, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Deterding, seconded by Roethemeyer to approve a motion offering a confession of judgment regarding the case of Hoatson Land & Cattle, LTD, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 12A 080, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses the value of the real estate in said herein motion to be $82,950.00 (Land – $82,950.00 and Improvements $00.00) for tax year 2012. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to approve a motion offering a confession of judgment regarding the case of Hoatson Land & Cattle, LTD, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 12A 081, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses the value of the real estate in said herein motion to be $301,090.00 (Land – $301,090.00 and Improvements $00.00) for tax year 2012. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Motion by Deterding, seconded by Roethemeyer to approve a motion offering a confession of judgment regarding the case of 49 Tabor Ranch, L. P., Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 12C 058, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses the value of the real estate in said herein motion to be $1,667,300.00 (Land – $81,445.00 and Improvements $1,585,855.00) for tax year 2012. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.

 

A public hearing was opened at 9:30 A.M. to receive comments on three affordable housing grant applications being submitted by the Lincoln County Development Corporation to the Nebraska Department of Economic Development.

 

Executive Director, Nancy Streibel, spoke on the projects contained in the three housing applications.

 

No other comments were received.

 

The public hearing was closed at 9:40 A.M.

 

Motion by Roethemeyer, seconded by Deterding to approve and enter the County into a three party agreement between North Platte Physician Group, LLC, The county of Lincoln, Nebraska, and the Lincoln County Sheriff to provide medical services at the Lincoln County Detention Center for a 5 year period and authorize the Chairman to sign the three party agreement on behalf of The county of Lincoln, Nebraska. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The following bids were received for asphalt overlay: Paulsen, Inc – $663,082.25; and Western Engineering – $771,190.00.

 

Motion by Deterding, seconded by Roethemeyer to approve and accept the low bid of Paulsen, Inc. in the amount of $663,082.25. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The following bids were received for armor coating: Sta-Bilt Construction Co. – $257,856.00; and TopKote – $227,059.11.

 

Motion by Deterding, seconded by Roethemeyer to approve and accept the low bid of TopKote in the amount of $227,059.11.   Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve Option C to upgrade the current computer equipment to a MD3220 in the approximate amount of $14,500 to add storage space to the county’s computer network. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Les Green, IT Network Supervisor, gave a report on the Cyber Security Conference he attended last week in Omaha.

Advance notice and the agenda for the April 22, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, April 29, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
