North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 22, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve the appointment of Commissioner Hewgley to negotiate Treanor’s final invoice for additional services for warranty work. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve to designate and empower the Chairman of the Lincoln County Board of Commissioners of The county of Lincoln, Nebraska, to review the appraisals, appraisal reviews and set the Just Compensation on each County project tract regarding right of way acquisitions and/or easement. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the substitution of securities by NebraskaLand National Bank as pledged to the Lincoln County Clerk. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 22, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer seconded by Deterding to approve the certificates of correction or refund on real property as submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve the certificates of correction or refund on personal property as submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Chet Smith, a deacon of North Platte Baptist Church, appeared to discuss the tax exemption application on real estate that was submitted. He commented that the property is used for ministry to preschool age children. Also, they have held occasional services there but not regularly.

 

Julie Stenger, Lincoln County Assessor, appeared to explain her recommendation for denial.

 

Motion by Roethemeyer, seconded by Deterding to deny the tax exemption application on real estate submitted by North Platte Baptist Church. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:29 A.M. and the Lincoln County Board of Commissioners reconvened.

 

CASA (Court Appointed Special Advocates) representatives, Stephanie Miller, Executive Director, and Margene Phares, Board Member made a presentation and request for funding to the County Board for the 2013/2014 Lincoln County budget.

 

Motion by Roethemeyer, seconded by Deterding to approve and adopt Resolution No. 2013-10 authorizing the County Board Chairman to sign the Program Agreement between Lincoln County and the Nebraska Department of Roads for Project No. STP-NBIS (99), Control No. 00886, 2013 Statewide Fracture Critical Bridge Inspections. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve and adopt Resolution No. 2013-09 authorizing the County Board Chairman to sign Supplemental Agreement No. 1 between Lincoln County and the Nebraska Department of Roads to the Federal-Aid Transportation Fund Purchase-Sale Agreement. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Lisa Burke, Executive Director, requested the board to consider shortening the name of the North Platte/Lincoln County Convention & Visitors Bureau. The industry is changing and the word convention is being taken out of the name of other agencies around the state. They feel that by doing this they will have better recognition in the community.

 

Motion by Deterding, seconded by Roethemeyer to approve the proposed name change for “North Platte/Lincoln County Convention & Visitors Bureau” to “North Platte/Lincoln County Visitors Bureau” as requested. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve special designated liquor license for Sculley’s LLC, for event on May 18, 2013 at the Lincoln County Fairgrounds. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve special designated liquor license for Sculley’s LLC, for event on May 18, 2013 at the Creekside Event Center. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the April 29, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, May 6, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
