Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 13, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and authorize the chairman to sign the maintenance/support agreement for WebGIS for the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and authorize the chairman to sign the right of way permit submitted by Century Link. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve the substitution of securities by Hershey State Bank as pledged to the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and adopt Resolution No. 2013- 12 in support of the Nebraska Veterans Home to be located in North Platte, Lincoln County, Nebraska. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins appeared.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 13, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.
Presentation by Sally Vaughn of Region II Human Services. The per capita rate will increase for 2013/2014 budget to $1.63 from $1.59 in the previous year.
Judy Clark, Lincoln County Planning Administrator, informed the County Board that this is the first administrative subdivision application that has been submitted since the adoption of the new regulations. These are no longer required to go through the Planning Commission so there will be no recommendation. These applications now go directly to the County Board of Commissioners.
Eplers want to build a garage on one lot and will need to combine the two lots into one lot to meet planning regulations.
Motion by Deterding, seconded by Roethemeyer to approve File No. SU13-002 an
application by Troy & Jody Epler for approval of Epler Administrative Subdivision which
will consolidate 2 lots into 1 lot in an R-1 Rural Residential District located north of Lake
Maloney at 3841Charlotte Lane on property described as Lot 9 and Lot 10, Block 2,
Maloney Highland Subdivision of part of Section 31, Township13 North, Range 30
West of the 6th P.M., Lincoln County, Nebraska. Upon roll call vote Deterding,
Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding seconded by Roethemeyer to approve the special designated
liquor permit submitted by Feather River Vineyard for an event on July 5, 2013. Upon
roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the special designated
liquor permit submitted by Fun Center Inc. for an event at the Lincoln County
Fairgrounds on June 1, 2013. Upon roll call vote Deterding, Roethemeyer and
Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the May 20, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Tuesday, May 28, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
