Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 10, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve contract and authorize the Vice Chairman to sign with All City Glass for Window/Door Replacement Project for the Lincoln County Courthouse & District 11 Probation Office in the amount of $358,764.00. Upon roll call vote Deterding and Roethemeyer voted “aye”. Nays, none. Hewgley abstained.

 

Motion by Roethemeyer, seconded by Deterding to place on file the fee reports submitted by the County Treasurer, County Court and County Sheriff. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve and authorize Chairman to sign Group Eye Care Insurance Policy with Ameritas for county employees to participate in voluntarily. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 10, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Roethemeyer, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve the notice of valuation changes numbered 2013-028 through 2013-029 as submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Bridge of Hope presentation for funding request in the amount of $10,000 for fiscal year 2013/2014 from Lincoln County.

 

Ann Power, Executive Director, told board members that they had supplied $40,000 in services to Lincoln County clients in the last year and they are only asking for 25% of the funding.

 

Commissioner Hewgley asked the sources of funding for their organization.

 

Power replied the funding comes from a contract with HHS, grants and fundraising.

 

Commissioner Hewgley questioned if LB 561 would change funding for them.

 

Power responded that it will effect coordination and could ultimately affect funding. She reported that of the 15 counties that they serve only two do not provide funding which would be Lincoln & Grant counties.

 

County Highway Superintendent, Jerry Hitchcock, stated that if he is allowed to put his surplus tire on the internet for auction the county should recognize more revenue. There is no cost to the county, the buyer pays the 7% commission and they collect the money for the county. It was noted that other counties are also using this method to sell surplus property.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Lincoln County Highway Supt. to accept bids through the Public Surplus Auction on used tires.

Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

The following bids were received on one used Loader for the Lincoln County Department of Roads:

NMC – 1) 2008 CAT 950H – $118,500 w/trade 2) 2008 CAT 950H – $126,000 w/trade.

 

Titan Machinery – 1) 2011 Case 821F – $165,000 w/trade.

 

Motion by Deterding, seconded by Roethemeyer to approve and accept the bid of NMC for a 2008 CAT 950H for $126,000 w/trade. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Planning Director, Judy Clark, stated the Planning Commission had not objections to the Cherry –Townsend Subdivision. Lot 1 will be retained by Cherry Farms and Lots 2 & 3 will belong to Townsends.

 

Commissioner Hewgley asked if there would by any changes to the roads.

 

Clark replied they have existing access from Hwy 83 and Renae Road.

 

Motion by Deterding, seconded by Roethemeyer to approve File No. SU13-003 application by Cherry Farms and Tim Townsend for Cherry-Townsend Subdivision which will reconfigure 3 lots located in the NE ¼ of Sec. 10-14-30. The proposed subdivision is located in a TA-1 Transitional Ag District and also an R-2 Urban Residential District located north of North Platte on property described as Lot 7 Tatman’s Replat, Lot 6 Tatman’s Hillside Addition and part of the NE ¼ of Section 10, Township 14 North, Range 30 West of the 6th P.M., Lincoln County, Nebraska.   Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Roethemeyer to approve the reappointment of Tom Leet to a 5 year term and Lee Hoatson to a 4 year term on the Veterans Service Committee. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.

Advance notice and the agenda for the June 17, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, June 24, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
