Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Roethemeyer offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Roethemeyer to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 24, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding adopting, passing and approving Resolution 2013-13 that adopts a travel policy for employees (including department heads) in County Departments. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer adopting, passing and approving Resolution 2013-14 that adopts a reimbursement policy for employees (including department heads) in County Departments. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve addition of securities as pledged by NebraskaLand National Bank as pledged to County Clerk. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 24, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve and authorize the chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle tax exemption application submitted by North Platte Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve notice of valuation changes numbered 2013-031 through 2013-034 as submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
A public hearing was opened at 9:32 A.M. to receive comments regarding the appointments of Michael A. Furmanski, DDS and Merle Honerman to the Hospital Authority No. 1 of Lincoln County Board of Directors to serve four year terms to expire September, 2017.
Krystal Chessmore and Mike Faegler appeared to represent GPRMC.
Bernice Ziegler asked exactly what the hospital authority did and why it was needed.
Faegler explained the purpose of the hospital authority.
Commissioner Hewgley asked if GPRMC could issue bonds in a different way.
Chessmore responded that there were other ways by statute that bonds could be issued by the hospital such as the NIFA bonds that were used in the past.
The public hearing was closed at 9:40 A.M.
Motion by Roethemeyer, seconded by Deterding to approve and adopt Resolution No. 2013-15 to reappoint Michael A Furmanski, DDS and Merle Honerman to 4 year terms to expire September 2017 to the Hospital Authority No. 1 of Lincoln County Board of Directors. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
SethTausen of USDA Wildlife Services explained the $5,000 increase in services for the next fiscal year contract. The federal budget was cut by 8% so they are asking the participating counties to make up the difference.
Motion by Deterding, seconded by Roethemeyer to renew and authorize the chairman to sign the agreement with USDA Wildlife Services from July 1, 2013 thru June 30, 2014. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve to rescind the motion passed by this Board on June 10, 2013, which stated the following:
“to approve referring a proposed acquisition to and receive comments from the Lincoln County Planning Commission regarding the conformity of the proposed acquisition to
comprehensive planning for the area submitted by Wetlands America Trust, Inc., that is acquiring a conservation easement on real property owned by Beer Creek Ranch, LLC located in Section 6, Township 13N, Range 31 West; Section 31, Township 14N, Range 31 West; and Section 35, Township 14N, Range 32 West of the 6th P.M., all in Lincoln County, NE. A copy of said document (includes complete legal description of the real estate) is available for public inspection at the office of the Lincoln County Clerk.” Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Bob Jackson, Terry Gurcuillo and various area residents appeared to discuss the trees on N Maxwell Road.
They reported that trees are old and hollow and they are afraid someone is going to get hurt. If they county would cut them down, the area residents will remove them. They understand that this would need to be done during the winter when the ground is hard.
County Highway Superintendent, Jerry Hitchcock, replied that the county does now own a bucket truck and they do cut down trees in the winter when they have time. The estimate received for commercial removal of the trees was too expensive.
Lynn Meyer stated that he would be willing to lower the fence and let them drop the trees onto his property. He has a spot nearby where they could pile them.
Commissioner Deterding approved of the cohesive effort to get it done this winter.
Commissioner Roethemeyer also thanked the land owners for their willingness to cooperate. He asked if they had any problem using chemical afterwards so there would be no re-growth so we don’t have the same problem 40 years from now.
Hitchcock responded they would get done what they could this winter, but wanted residents to realize this will be a 3-4 year project to get them all taken down.

Advance notice and the agenda for the July 1, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, July 8, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
