Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and Deputy County Clerk, Terry Heessel. offered prayer. Chairman Hewgley called the meeting to order at 9: A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by , seconded by to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 8, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by , seconded by to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9: A.M. and the Lincoln County Board of Equalization convened.

Motion by , seconded by referring a proposed acquisition to and receive comments from the Lincoln County Planning Commission regarding the conformity of the proposed acquisition to comprehensive planning for the area submitted by Wetlands America Trust, Inc., that is acquiring a conservation easement on real property owned by Beer Creek Ranch, LLC located in Section 6, Township 13N, Range 31 West; Section 31, Township 14N, Range 31 West; and Section 35, Township 14N, Range 32 West of the 6th P.M., all in Lincoln County, NE. A copyof said document (includes complete legal description of the real estate) is available for public inspection at the office of the Lincoln County Clerk. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
A public hearing was opened at A.M. concerning citizen input in regard to implementation of Community Development Block Grant (CDBG) Economic Development Project 10 ED 003 (Greenbrier Rail Services).
CJ Poltack of West Central Nebraska Development District gave a brief overview of the project.
The public hearing was closed at A.M.
The following bids were received for the Stark Bridge Project (NW of Hershey, NE on Stark Road which spans Birdwood Creek):

The agenda for the meetings to be held on Monday, July 22, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
