Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Roethemeyer, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 29, 2013. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve reappointment of Ron Roberts, Harry Haythorn, and Paul R. Wolfe to the Lincoln County Board of Adjustment for term ending 2015. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve reappointment of Jon McNeel and Frank Fleecs to the Lincoln County Board of Adjustment for term ending 2016. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve reappointment of Rodney Rayburn, Linda Hansen, Betty Sones and Roger Merritt to the Lincoln County Planning Commission for terms to end 2016. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Hewgley to approve and authorize Vice Chairman to sign the Revised Budget Summary for the 2013 Victim Witness Grant. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve and adopt Resolution No. 2013-17 directing the County Treasurer to issue tax sale certificates to Lincoln County on those parcels which are 2 years delinquent in real estate taxes or special assessments. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

Motion by Roethemeyer, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve the motor vehicle exemption applications submitted by Calvary Baptist Church and North Platte Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Roethemeyer, seconded by Deterding to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid Nebraska as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
Motion by Deterding, seconded by Roethemeyer to approve notice of valuation changes numbered 2013-044 through 2013-046 as submitted by the County Assessor. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”. Nays, none.
The Lincoln County Board of Equalization recessed at 9:26 A.M. and the Lincoln County Board of Commissioners reconvened.
Conducted a review of General Assistance & Medical Assistance Program Regulations /Standards for Lincoln County, Nebraska. Dawn Anderson of HHS appeared to discuss some clarifications she was requesting in the review.
Anderson asked if the Commissioners knew anything about an agreement with the Lincoln Connection Shelter.
Board replied there is no such agreement to their knowledge.
She asked for clarification on Section 2:106 Exempt Resources and how this applied to burials requests.
Board stated that if the individual has enough assets to pay for it, then the county is not responsible. The county needs to add “excludes burial requests” to this section.
Anderson asked for clarification on cremations and embalming. She reported that she has been told that by state law all bodies must be embalmed even if they are going to be cremated. She also stated that we the county needs to set a dollar amount for the embalming as they are charging different rates.
Clarification was requested concerning the funeral homes allowing the family to personally pay for services with the cremation as this is not an allowable expense in the guidelines. If the family can afford to pay for a service then they need to put that money toward the cremation fees and reduce the expense to the taxpayers.
Board stated they would draft a letter to the funeral homes addressing this issue.
She stated some counties in Nebraska do not pay for burial expenses anymore and only do cremations. Does Lincoln County want to reconsider the guidelines on burial expenses at this time?
Anderson will do some research concerning the number of counties that allow cremations only and report back to the County Board.

Susan Maline, CPA presented the 2013/2014 fiscal year Preliminary Budget for Lincoln County, Nebraska.
Discussed acceptance of flood supplies with a value of $259,000 to be donated by Union Pacific Railroad. Supplies could be stored on the County Road Department lot but will need to find out prices on storage containers to store materials and cost of transfer to the site. County Board will consider acceptance at the next board meeting.
Dan Guenthner, Emergency Management Director, gave the Quarterly report and Annual Emergency Management Program update.
A budget work session was held concerning the 2013/2014 preliminary budget.

Advance notice and the agenda for the August 5, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same. Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.
The agenda for the meetings to be held on Monday, August 12, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
